Duties
As a Contracting Officer Representative Specialist, you will perform a variety of program management functions related to procurement, finance, contract administration, and resource management essential to the efficient operation of OIT.
This position has a Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) Level II or III certification requirement. As a result of the certification requirement, the selected individual is expected to be capable of managing multiple moderate to highly complex (possibly the most complex), mission-critical, and/or exceptionally risky business activities. The selected individual may be required to perform program management activities and should be prepared to perform those activities outlined in this paragraph upon commencement of this position.
Your major duties and responsibilities include:
Developing and implementing appropriate procedures, tools, and governance to track and manage, monitor and report on all HRSA IT procurements to ensure quality control and proper accountability to HRSA, HHS and reporting parties.
Developing supporting documentation for IT procurements such as statements of work (SOWs), statement of objectives (SOOs), Performance Work Statements (PWSs), Quality Assurance surveillance Plan (QASP), funding information, schedules of deliverables, and other contract-related documents.
Monitoring the quality of products or services throughout its contract life cycle. Influences knowledge management practices (e.g., continuous process-improvement).
Reviewing and analyzing estimates, justifications and supporting material submitted by the program offices.
Consolidating data and reviews to ensure accomplishment of objectives, timeliness, and acceptability.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

QUALIFICATION REQUIREMENTS:
1. Selective Factor: In order to meet the minimum qualification requirements, you must possess at least one of the following current certifications and provide the required documentation for verification of the current certification by the closing date of this announcement.
All applicants must have a current/active Federal Acquisition Certification for Contracting Representative certification that is at least a Level II. As verification that you meet this selective factor requirement, you MUST provide BOTH a copy of your current FAC-COR certification showing Level II or higher AND a copy of your Continuous Learning Individual Progress (CLIP) Dashboard from Federal Acquisition Institute (FAI) Cornerstone OnDemand (CSOD) as part of your online application package by the closing date of the announcement. Failure to submit both documents will result in no further consideration.

2. In addition to the above mandatory selective factor, in order to qualify for this position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to next lowest grade in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-13: In addition to the above selective factor, in order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to the GS-12 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
Preparing IT contract-related supporting documents such as statements of work (SOW), statement of objectives (SOOs), Performance Work Statements (PWSs), etc. that detail the scope, require tasks, schedule of deliverables, etc. to meet the customer's requirements.
AND
Serving as a Contracting Officer Representative or Project Manager in monitoring and managing the contract or contractor performance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below.
