This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent will be responsible for providing cost estimating, analysis, scheduling, and risk analysis in support of a variety of current and advanced Information Technology system solutions for both IT and non-IT services for USTRANSCOM.
Duties
As a COST ANALYST at the GS-0501-13 some of your typical work assignments may include:
Providing cost and economic analysis in support of products and/or services managed by the USTRANSCOM Acquisition Program Management Office (PMO)
Developing and suggesting conclusions and making recommendations designed to enhance command effectiveness, resource utilization and efficiency.
Analyzing the feasibility of advanced analytical approaches to diverse proposed policies.
Establishing and maintaining effective working relationships both internal and external to the agency to represent the PMO's position on cost analysis in workshops, seminars or subject matter meetings.
Developing new methods, techniques and criteria for business process improvement.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service, military, or private sector:
Performing cost and financial analyses of assigned programs for the purposes of providing advice to senior personnel
Evaluating cost analysis against applicable policies, principles and practices
Providing cost analysis information, both in writing and during briefings or meetings, to internal and external personnel
Utilizing strategies for analyzing, evaluating, and presenting cost and economic analyses for assigned programs
At least 1 year acquisition experience in cost estimating and serving in a program office, PEO, Service/Defense agency level, or supporting a program that reports to a Service Acquisition Executive (SAE).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
IMPORTANT: Although a college degree is not required for the 0501-series, this position is part of the Acquisition Professional Development Program (APDP). The Advanced level certification requires the incumbent to either have or be willing to obtain 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competency in college-level mathematics or statistics with at least 3 of the 24 semester hours must be in calculus.
