Duties
The selectee will serve as a Management and Program Analyst in either the Enterprise Governance and Evaluation Division or the Program Analysis and Integration Division. Typical work assignments include:
Using data analytics tools to support business case and program development;
Conducting evaluations and other analytical studies to evaluate programs, policies, practices, organizational structures, or processes;
Delivering evidence-based solutions and recommendations to help the agency meet known and diagnose unknown challenges, and to support the executive decision-making process;
Supporting governance bodies by managing agenda-items, cataloguing meeting minutes, facilitating decision points, documenting decisions, and providing analytical support;
Providing strategic responses for external taskings from Department of Homeland Security, Office of Management and Budget, Congress, etc.
Qualifications
Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below:
Minimum Qualifications:
You qualify for the GS-09 level (starting salary $68,405.00) if you possess one of the following:
GS-09: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Identifying organizational issues in need of solutions;
Participating in the evaluation of program effectiveness at the operating level, and;
Assisting with compiling detailed procedures and guidelines to supplement established program guidance.
OR a Master's or equivalent graduate degree; or (two) 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to perform this work.
ORa combination of specialized experience (less than one year) and graduate education (less than two years) that when combined equals 100% of the qualification requirement. NOTE: Only graduate education in excess of one year (generally 18 semester hours) may be used in this calculation.

You will receive credit for all qualifying experience, including volunteer experience.
