The Chief, Division of Facility Management position is located in the National Mall and Memorial Parks (NAMA), National Captial Region, Washington, D.C. Primary responsibility is the comprehension management, direction, control, and evaluation of the division and its function of public use management and operation. This position is not eligible for remote work.

Duties

The major duties of the Supervisory Facility Operations Specialist position include, but are not limited to, the following: Provides professional and technical advice and guidance to the Office of the Superintendent, managing and supervising park personnel engaged in repair and rehabilitation, cyclic maintenance, routine, and special maintenance projects. Projects encompass historic buildings and structures, memorials, monuments, utility systems, display fountains and pools, primary and secondary roads, curbing and sidewalks including trails, bridges, culverts, storm drains, sea walls, tidal gates, levees, recreation areas, trees, shrubs, flowers and other horticulture and landscape features. Plans, directs, manages and evaluates the maintenance, repair, rehabilitation, and operations of all physical facilities, grounds, and utilities at the National Mall and Memorial Parks Serves as the primary point of contact for the administration and managerial aspects of the park's service contracts ensuring that all applicable contract regulations and procurement guidelines are met. The function includes: preparing specifications, developing estimates, soliciting bids and price quotations and monitoring the contractor during the contract period, and serving as the Contract Officer's Representative (COR) for construction and service contracts to assure that the services are rendered in accordance with the contract. Supervises and provides technical assistance to other park personnel engaged in similar park contracts. Responsible for supervising and directing the work of Branch Chiefs, maintenance supervisors, and approximately 100 employees, and for reviewing their work for conformity to the goals and objectives and procedures established for the Facility Management Division at the National Mall and Memorial Parks. The division supports the implementation of the park's comprehensive development management plans, with the goal of improving visitor experience and protecting, restoring and preserving cultural and natural resources.

Qualifications

All qualifications must be met by the closing date of this announcement-03/04/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this Supervisory Facility Operations Specialist position at the GS-14 grade level, you must meet the following requirements by the closing date of this announcement: You must meet one of the following Basic Requirements in order to be eligible for this position: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. You must include transcripts. --OR-- Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. -AND- To qualify for this position at the GS-14 grade level, you must possess all of the following minimum qualifications by close of the announcement. SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) Coordination, managing or directing Facility Management/Construction programs: 2) Developing long range program plans; 3) Developing multiyear capital replacement programs; 4) Managing complex infrastructure programs (roads, water/wastewater systems) or similar municipal systems work; and 5) Exercised in building management, grounds maintenance and roads programs. You must include your resume with hours worked per week annotated. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
