Duties

Typical work assignments include: Provides Broad Knowledge of and Skill in applying a wide range of budgetary tracking for contracts and services to ensure components financial readiness. Assist the financial branch manger and staff with overall financial management issues when planning proposed programs and special projects. Aids OCOSO management with reviewing and recommending the correct allotment of funds amount for the fiscal quarters. Assists OCOSO Personnel on matters pertaining to contracting, fund requirements, financial management, budget contract personnel management, property management, and inventory. Assists with analyzing the component's matters with budgetary, funding, and/or policy implications for OCOSO Facilities program and activities. Reviews financial program information and provides data analysis to management. Provide assistance on legislative proposals that impact Facilities' programs, including authorization/extension proposals, appropriation bills, and other funding bills. Assists with analytical services to support the formulation, justification, presentation, enactment, and execution stages of the budget process for the component. Works independently but with in the framework established by the supervisor. Organizes and applies a strong set of time management skills in order to complete all work by established deadlines. Resolves problems and questions pertaining to budgetary matters, including meeting program objectives and requirements which may arise during any phase of the procurement and contract. Utilizes and develops new techniques and methods of budgeting for the forecasting of long-range funding needs. Provides Analytical reasoning to the analysis of financial data, calculations, and information to report to OCOSO management. Develops timetables for obtaining needed funding for new or modified substantive agency/department programs. Tracks progress of Division spend plan and reports issues to Facilities Management. Utilize financial systems to perform contract modification actions, termination actions, ensuring services paid for were delivered and rendered, and closure/retirement of contracts. Uses computer applications for word processing, spreadsheets, graphics, and communicating programs. Responds to contract and/or financial requests, conditions, and clauses to supporting Contracting office or Chief Finance office to meet the mission of the activity/section. Researches and provides advise and guidance to program management office to resolve, implement, or manage financial program or policy issues. Works with peers of the financial branch, contractors, and the Chief Financial Officer's mission enabling office to provide information, assistant, resolve issues and satisfy their expectations. Determines the needs for written guidelines and procedures with in the OCOSO Division and providing accurate written assessments to OCOSO management. Expresses information to management effectively, taking into account the audience and nature of the information. Clear communications and convincing oral presentations, while listening effectively to any concerns or questions that may arise.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying. You qualify for the GS-11 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties: Analyzing and evaluating continual changes in program plans, funding, and their effect on financial and budget program milestones; And Developing recommendations for financial and/or budget actions by analyzing financial and budgetary relationships; And Developing new methods and techniques of budgeting for the forecasting of long-range funding needs; And Assisting with analytical services to support the formulation, justification, presentation and execution stages of the budget process; And Develop narratives and statistical justifications for requested funded; And Provide technical support to the Contracting Officer Representative (COR) and can provide technical knowledge for all financial and management functions of their assigned contracts pre and post award payment management. OR EDUCATION: A. Ph.D. or equivalent doctoral degree from an accredited institution. OR B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above. OR C. LL.M. (Master of Laws) degree, if related OR COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level. You qualify for the GS-12 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties: Ability to develop proposed appropriation language in support of new or revised program and budgetary requirements; And Track efficiently the Division's spend plan and develop timetables for obtaining needed funding for new or modified substantive agency/department programs; And Broad knowledge of structure of appropriations, and other funds that utilized within the government; And Providing analytical services to support formulation, justification, presentation, enactment, and execution stages of the budget process for a DHS component; And Providing technical support to the Contracting Officer Representative (COR) for all financial and management functions of assigned contracts with responsibility for all phase of pre and post award payment management; And Aiding personnel on matters pertaining to contracting, fund requirements, financial management, budget contract personnel management, property management, inventory, and acquisition management. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
