The primary purpose of this position is to Software Organizational Development within the 402d Software Maintenance Group oversees and coordinates programs and activities targeted at organizational development and workforce development. Activities include recruiting support, onboarding support, and software process training and coaching.

Duties

Develops, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. Prepares plans, specifications, and programming documents; evaluates proposals, performs construction management duties/inspections, performs system functional tests for physical plant maintenance equipment, facilities and structures when existing infrastructure cannot support valid mission requirements. Oversees and controls facility management resources including service contracts, space utilization, and information. Implements and evaluates programs to manage personnel safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with hazardous materials and waste. Ensures optimum organizational preparation for emergencies and disaster response by developing plans for building, equipment, and utility recovery, and ensuring assigned personnel and contractors are trained to carry out emergency actions.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing facilities maintenance support as the Facility Manager and Safety Officer; technical support is provided in the planning and execution of programs as well as the management of contract work required to keep the facility operational and production operations fully supported; conducts studies relative to the improvement of methods and procedures of facility maintenance and modernization, monitoring real property work supporting process, environmental control systems and other industrial, mechanical and electrical systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. General knowledge of facilities management concepts, principles, and practices necessary to perform complex projects with complete responsibility, or portions of large and complex projects. 2. Considerable knowledge of standards of construction maintenance and repair facility work processes to determine compliance with federal, state, and local codes and regulations. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assignments. 4. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 5. General working knowledge of financial control, budget systems and management, and standard contracting regulations, practices, and procedures. 6. Ability to recognize, analyze, conduct research, interpret, summarize, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions within available resources. 7. Ability to plan, organize coordinate, lead study teams, and execute multi-facet projects and/or studies within financial and time constraints. 8. Ability to communicate effectively both orally and in writing, negotiate advise others, maintain good working relationships, and meet and deal with customers using a high degree of tact and diplomacy. Physical Demands: A portion of the work is sedentary, with some bending, walking, and climbing associated with on-site inspections. Employee may frequently be required to access construction sites, equipment machine rooms and attic spaces with utility distribution system. Physical agility to maneuver around energized or moving equipment in a noisy environment, the ability to climb ladders to equipment platforms and the ability to walk and crawl along attic catwalks is often required to collect design information, assess equipment condition and survey contractor and government work. Work Environment: The work is in direct support of industrial and manufacturing facilities and may require frequent visits into these areas. Employee is subject to temporary duty assignments and may be required to travel by military or commercial transportation in the performance of duties. Use of safety glasses, earplugs and other protective equipment may be required in the performance of duties. The primary purpose of this position is: Software Organizational Development within the 402d Software Maintenance Group oversees and coordinates programs and activities targeted at organizational development and workforce development. Activities include recruiting support, onboarding support, software process training, project management workshops, user's group facilitation, communication, coaching, and continuous process improvement targeted idea programs. Serves as interface for strategic workload development and coordination. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
