Under Secretary of Defense for Personnel and Readiness (USD(P&R)) Memorandum, "Direct Hire Authority for Certain Personnel of the Department of Defense," June 23 This position is part of the Air Force Elements, U.S. Transportation Command, Transportation Command. The incumbent will be responsible for serving as a IT Contract Manager for the USTRANSCOM's Command, Control, Communications, and Cyber Systems (C4S) Contract Management Branch.

Duties

The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: AcqDemo As a MANAGEMENT & PROGRAM ANALYST at the NH-0343-3 some of your typical work assignments may include: Analyzes and assesses product and service contracts to provide authoritative advice and assistance on complex, controversial, and precedent setting program requirement matters. Leads, coordinates, communicates, and integrates programs, ensuring alignment with the organization's enterprise priorities. Consults with customers to gather and evaluate functional requirements and translates these requirements into acquisition solutions. Develops, coordinates, and resources product and service requirements. Conducts activities or assists higher levels on challenging and innovative program developments with only general guidance on policy, resources, and planning Executes surveillance responsibilities to validate the accuracy of all contractor responses and documents that the contractor is fulfilling contract requirements for the contract record.

  • Work occasionally requires travel away from the normal duty station on military or commercial aircraft.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime to support military operations.
  • Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606.
  • This is a Non-Critical Acquisition Position. This position is part of the Acquisition Professional Development Program (APDP).
  • Employee must be able to obtain and maintain a SECRET security clearance that is required to perform daily duties.
  • This is a cybersecurity position. The employee must attain and maintain the appropriate DoD approved cybersecurity baseline Certificate(s) applicable for cybersecurity functions required for the DoD position held.

Qualifications

You may qualify at the NH NH-03, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below: Creating and modifying contracts to meet mission objectives. Analyzing and assessing contract performance. Preparing reports and briefing executive leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
