You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of CNIC FINANCIAL SERVICE CENTER.

Duties

You will serve as the Commander, Navy Installations Command (CNIC) Hierarchy Level 3 Government Travel Charge Card (GTCC), Swipe SEA Card, and Centrally Billed Account Agency Program Coordinator (APC). You will serve as the command liaison to the Department of the Navy (DON) Consolidated Card Program Management Department (CCPMD). You will brief command leadership on the status the GTCC program and maintain the CNIC hierarchy in the banking system. You will conduct research and provide technical guidance on addressing GTCC misuse and abuse issues, and be proactive in delinquent account management, policies and regulations. You will establish internal policies, procedures, training and communication with all lower-level hierarchies specific to the organization.

• This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing travel regulations, policies, procedures, master running and reconciling reports from the defense travel system centrally management account reconciliation module, and accounting systems; 2) Managing the day to reconciliation of centrally billed accounts and certifying invoices for payment.; 3) Managing day-to-day operations of the government travel card program for an organization and serving as the primary liaison between the travel cardholder and the Government Travel Charge Card (GTCC) vendor; and 4) Utilizing both financial and execution systems to run detailed reports, collect data, and analyze execution. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
