The primary purpose of this position is to serve as Financial Specialist in the ABW Comptroller Squadron (CPTS) to accomplish various financial management services for the WPAFB installation customer base, to include research and responding to complex and recurring civilian pay issues in a timely and efficient manner.

Duties

This position is a developmental GS-07 Target GS-11 position. This position is being filled at the GS-07 and GS-09 grade levels. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. Serves as a functional and technical manager for all finance-related requirements of the Civilian Payroll/Timekeeping Program. Provides technical direction and general accounting procedures regarding regulations and techniques concerned with the use and expenditure of public funds, as applied to civilian payroll/timekeeping. Oversees Financial Management Audit Readiness (FIAR) in relation to the Civilian Payroll/Timekeeping program. Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-07 Qualifications SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes performing well defined, entry level financial, budget, and/or cost analysis to non-complex policies, regulations, etc.; applying basic principles, practices, and methods of the specific financial functions acquired through structured on-the-job and classroom training sufficient to do entry-level work; assisting higher graded specialists in applying sources of factual data about budgeting and/or finance matters relevant to assigned tasks. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed 1 full year of graduate level education or I meet the requirements for superior academic achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and graduate level education that when combined equals 100% of the qualifications requirements FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. GS-09 Qualifications SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying a large variety of extensive and diverse travel/military pay and entitlement principles and practices, using standardized analytical and evaluative methods and techniques, advises on and/or resolves moderately complex, non-controversial, factual, procedural and/or recurring issues for which there are one or more readily apparent solutions, and makes informal judgements on problems and issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed 1 full year of graduate level education or the requirements for superior academic achievement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used accounting and financial principles, practices, policies, regulations, and procedures associated with aspects of financial management and program execution involving Civilian Payroll. 2. Knowledge of and technical skills in using various financial systems and software products. 3. Knowledge of regulations requiring the safeguarding of proprietary information. 4. Analytical skills and ability to review financial data, computer data products, and reports generated from external and internal sources. 5. Organizational skills to appropriately prioritize and effectively manage multiple and/or competing requirements. 6. Ability to use judgement in interpreting guidelines, adapting procedures or in recommending approaches or solution to complex and recurring problems. 7. Ability to communicate effectively both orally and in writing to provide training and briefings that are well articulated, concise and informative and to be able to generate reports, memoranda, and briefing materials which are well organized and grammatically proper and are written at a level appropriate for the receiver. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
