The primary purpose of this position is to To serve as a command headquarters level Senior Program Manager for Logistics Information Systems and Technology.
Duties
Plans, organizes and oversees the Logistics Information Technology program.
Represents AFRC at meetings and conferences; independently interacts with a full range of various command levels, from field units to MAJCOM and HQ Air Force; and prepares and delivers reports and briefings to senior leadership providing recommended solutions for the Mission Generation Panel portfolio.
Develops independent strategies to present to higher level AFRC leadership to accommodate needs that are necessary to meet the AFRC mission.
Represents the organization at high levels; interactions are with all levels of installation and functional area organizations.
Participates on teams to study improvements to work processes, accomplishing internal or self-inspections, reviewing new or proposed regulations to identify changes and impact to Log IT portfolio, work function or other areas.

- Must possess a high degree of tact and diplomacy and demonstrated leadership and managerial abilities to successfully execute and manage the command operations.
- This is a Centrally Managed position under the Administration and Program Career Field.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes includes expert knowledge of a wide range of Information Technology (IT) principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organizations IT compliancy requirements; knowledge of business processes and operations to assist with IT insertion and integration. Knowledge of policy and planning formulations process along with it's missions, goals, and objectives to review IT policies and plans; knowledge id system architecture, integration techniques, and testing methods sufficient to conduct feasibility studies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of logistics operations that may include experience in aircraft maintenance, logistics readiness, aerial port operations, civil engineering, or force protection.
2. Knowledge of Air Force and AFRC policy and procedures for IT concepts, systems testing and evaluation principles, financial management, and contracting. Broad knowledge of mobile computing concepts, mobile operating systems, mobile device management, mobile content management, and mobile application management desirable.
3. Knowledge of Air Force and AFRC operational concepts, logistics policies and procedures, and force objective to identify, analyze, and translate complex information, make appropriate judgments, evaluate options, and measure impact of decisions on mission changes and readiness impacts.
4. Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) system, to include HQ AFRC's and HAF's Corporate Structure, Air Force Installation and Mission Support Center, and other associated entities.
5. Skill in analyzing data and understanding of logistics, engineering and force support functional relationships, and projecting program requirements versus resource availability while determining cost effective alternatives or tradeoffs necessary to achieve balanced programs and adequately support frequently changing mission requirements, goals, and objectives.
6. Ability to communicate effectively at senior leadership levels orally and in writing.
7. General knowledge of Air Force and AFRC policy and procedures on process improvement, inspections, and staffing procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
