The primary purpose of this position is: to provide expert guidance to Joint Staff, Combatant Commands and Joint Task Forces in executing Operations Security strategies impacting planning, program review and development, training and assessments in order to ensure essential secrecy. Incumbent functions as a subject matter expert for all matters pertaining to OPSEC.
Duties
Evaluates the effectiveness of government programs and operations in regards to integration of OPSEC into joint operations.
Provides joint force commanders and staff with threat-based OPSEC vulnerability assessments of command and control (C2) structures, operations, plans, and organizations.
Integrates essential secrecy and OPSEC principles into the Joint Planning Process (JPP).
Prepares plans, briefings and concepts for senior leaders, responds to requests for assistance, and trains others to implement the planning principles.
Develops timelines, assessments, and milestones regarding strategic and operational planning.

- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP)

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing

- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Shift work may be required which may include overtime and/or irregular hours

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes executing Operations Security (OPSEC) strategies impacting planning, program review and development, training and assessments in order to ensure essential secrecy. knowledge and capability to collaborate with other subject matter experts and develop strategies, concepts, and courses of action to protect operations activities and investments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Operations Security policies, plans, programs, employment and doctrine extant to integrate and advocate OPSEC requirements and broad knowledge of Information Operations and other information capabilities.
2. Knowledge and capability to collaborate with other subject matter experts and develop strategies, concepts, and courses of action to protect operations activities and investments
3. Ability to analyze, verify, and correlate data in order to assess complex situations, develop strategies, and prepare/present concepts and plans to senior officials.
4. Skill in establishing and maintaining effective relationships and building consensus and coalitions; high degree of skill communicating effectively, both orally and in writing in.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
