Serves as the Resources Analyst in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is responsible for fund distribution, execution and trend analyses for the major fund areas, Defense Working Capital Fund (DWCF), Commissary Resale Operations and Commissary Resale Stocks and Surcharge Funds.
Duties
This position is located in the Headquarters (HQ), Defense Commissary Agency (DeCA), Budget & Manpower Division, Resource Management Directorate.
Responsible for fund distribution, execution and trend analyses for the major fund areas, Defense Working Capital Fund (DWCF), Commissary Resale Operations and Commissary Resale Stocks and Surcharge Funds.
Provides interpretative and implementing guidance to HQ managerial staff, area directors, zone managers and/or store directors on manpower matters.
Evaluates reports by analyzing facts and researches and prepares detailed responses.

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 0501 and additional requirements by the announcement closing date. Your resume must clearly show that you have one year of specialized experience equivalent to at least GS-11. Experience can be under other Federal service pay systems, private sector, or military.
Examples of qualifying specialized experience include:
Providing interpretative guidance to managerial staff on manpower matters.
Identifying deficiencies in financial operations by reviewing computer printouts of financial data for recurring and/or infrequent errors, or inconsistencies of data and recommends ways to reduce losses, avoid improper payment, and promote operational efficiency.
Performing responsibilities with functional areas of responsibility of fiscal, expenditure, cost, financial analysis, and manpower requirements and execution.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Additional Requirements that must be met by the closing date:
Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-12: You must have 52 weeks of Federal service at or equivalent to GS-11.
Time after competitive appointment.
