The Budget Analyst is responsible for furnishing accurate technical budget assistance in developing and justifying new programs to be undertaken, interpreting new budget policies established by Headquarters, and providing advice to management of significant changes as well as technical details.
Duties
Performs comprehensive examination of budget estimates submitted by each operating official once a year.
Participates in preparing the annual budget formulation documents in final form and is responsible for the technical accuracy and conformity of budget documents including supporting work papers.
Responsible for recommending action to resolve any complex problems of prediction and forecasting that result from uncertainties or changes in the operating programs.
Coordinates the fund control system to permit management to achieve maximum utilization of the appropriated funds furnished to the NYHHCS New York Campus.
Performs studies and audits of the control and usage of funds through out the fiscal year and provides advice and guidance to the Service Chiefs whenever there is a need to do so.
Provides management with a status of FTEE and Funds Report along with recommendations on a bi-weekly basis, which includes estimated FTEE and expenditures through the end of the quarter and/or fiscal year and the planned FWE and projected surpluses/deficits.
Maintains cost data files to enable cost comparisons to be made for special one-time reports needed by various levels of management.
Performs quarterly internal audits of the Fiscal Service, as required by VA Central Office.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and understanding of current budgetary policies, procedures and regulations issued by the agency and the Medical Center to assure that budget forecast, estimates and submissions conform to requirements, guidelines and financial objectives. Knowledge and skill applying principles, practices of budget formulation as to determine whether budget estimates from the Fund Control officials are proper, necessary and timely. Knowledge of budget execution and financial relationships to determine whether funds are being obligated and expended in accordance with goals and objectives set forth in the facilities Annual Budget Plan. High degree of skill in analytical reasoning and the ability to apply that skill in identifying and analyzing data in order to relate the effects in funding levels to earmarked accounts. Knowledge of the VA Accounting System. Skill in planning and analyzing continual changes in budgetary requirements necessitated by frequent establishment or termination of programs during the budgetary cycle, pre-assessment of station needs in light of VISN 2 needs. Knowledge in VERA and its effect on station funding in order to advise managers on the funding impact of alternative plans.

Physical Requirements: The work is mostly sedentary with some walking, bending, lifting and carrying of files.
