Duties
Formulate, execute and present the various New York District operating budgets.
Develop and control of budgetary data for the New York District.
Develop specific instruction and formats for all levels of the District.
Interprets complex budgetary regulations and or statutes, constraints and reports that are applicable to numerous Civil and Military programs.
Analyzes program plans, justification and information on accomplishment of objectives.
Maintains various automated budget execution programs utilized for all program budgets managed by the Resource Management Office.
Reviews and consolidates estimates submitted by Operating Officials.
Analyzes projects and budgets in relation to expenditures.
Receives and allocates Office military fund authorization.
Monitors reimbursable work requests from other government agencies.
Exercises fiscal control over military directive authorizations and fund restrictions, utilization, and expenditures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- This position requires the incumbent to complete and obtain the Financial Management Level 2 certification within 2 years of hire.

Specialized Experience: One year of specialized experience which includes:1) Interpreting budgetary policies and procedures, 2) Preparing budgets, 3) Acceptance of funds and 4) Analysis of funds execution and recommendation for adjustments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
