As a PROGRAM ANALYST at the NH-0343-4 broadband level some of your typical work assignments may include:
Serves as Contracting Officer's Representative (COR) or Contracting Officer Technical Representatives (COTR) for Mission Support Facilities related contracts. Acts as an expert in acquisition primarily responsible for inspection, review and verification of contractors work efforts deliverable products and services reports, plans, and invoices under assigned contracts. Directs assignments of Alternate Contractor Officer Representative (ACOR) and Functional Integrator to encourage employee development and cross-functional growth to meet organizational needs. Provides guidance and shares expertise to foster the development of the procurement team.
Identifies areas of technical risk and evaluates the contractor's technical solution to the requirement. Leads coordination, information exchanges, and communications between prime contractor leadership, government leadership, and program managers. Conducts studies to compare SRM developments against approved plans and baselines to identify current and potential problems. Provides managerial and technical leadership to develop and implement successful acquisition and operational policies, plans, and assessments.
Serves as liaison between contractors and the government contracting officer (CO) to identify and resolve issues. Helps ensure successful contract completion consistent with the Federal Acquisition Regulation and its supplements.
Serves as the Agency's Mail Manager and coordinates with higher level DoD Mail Managers and working groups.

Qualifications
You may qualify at the NH-04 broadband level if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service:
Experience overseeing contractual products relating to facility and environmental management.
Experience planning, designing, and conducting detailed analyses of program plans and program alternatives.
Experience establishing criteria to measure and/or predict attainment of program or organizational goals and objectives.
Experience advising senior leadership on procurement activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
