This position is part of the Official Journals of Government, Government Publishing Office in Washington, District of Columbia.

Duties

Responsible for the daily coordination and scheduling of all congressional products and serves as a Government Publishing Office (GPO) liaison with congressional staff, communities, and support organizations. Works closely with Production Manager in order to monitor production and set schedules to ensure the timely delivery of congressional publications to congressional, executive and judicial offices to ensure deadlines are met. Prepares jackets for Senate and House standing committee’ prints of bills and hearings and maintains database of government agencies’ requirements for future prints of bills, reports, hearings, and laws. Communicates with Directors of the Senate and House Document Rooms; Joint Committee and Printing staff when additional copies of legislation or other Congressional documents are requested. Acts as a liaison between customers and Production Planning and Control to ensure data transfer files are available for Production.

Qualifications

To qualify for the Printing Service Specialist, PU - 1654 - 11/12 , you must meet the following requirements: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify for the 1654 series applicants must meet the Basic Education Requirement: Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics or Experience - Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions; Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.); Managing a printing plant that produces printing either for the government or private industry customers; Performing production control work in a large printing plant; Serving as a sales representative for a wide variety of printing equipment; Analyzing the price and cost of preparation and production of printing; Planning, estimating, and scheduling printing on a full-time basis for a variety of publications; Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. -AND- To qualify for the PU-11 grade level: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent of the PU-09 level or higher as listed in ' A'; or education as listed in 'B', or 'combination of education and experience as listed in 'C' below: A. You must have one year of specialized experience at the PU-09 (or equivalent) level or higher to be eligible for the PU-11. Specialized experience for the PG-11 level is defined as: Planning and scheduling of printing, binding, pre-press or production work in coordination with Congressional customers and within the office of Congressional Publishing Services; and Providing recommendations to congressional customers or organizations regarding printing or binding requests. -OR- B. You must have earned a Ph.D. or equivalent doctoral degree; or have completed three (3) full years of progressively higher-level graduate education leading to such a degree; or have an LL.M if related to this position. (Note: Qualifying major study - journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics; and you must include a copy of your Official or Unofficial Transcript along with you application package; and if not submitted, you will be given no further consideration for this position). -OR- C. You must have a combination of experience and education that equals 100% of the total requirement. (Major study-printing or printing engineering, graphic or commercial art). To qualify for the PU-12 grade level: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent of the PU-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills and abilities, to perform successfully the duties of the position. Experience includes: Planning and scheduling of printing, binding, pre-press or production work in coordination with Congressional customers and within the office of Congressional Publishing Services; Providing recommendations to congressional customers or organizations regarding printing or binding requests; and Reviewing written specifications and making corrections if needed to ensure that customer requirements are met. All qualification requirements must be met by the closing date of this announcement (03/01/2024) to be considered.

Education

Substitution of education in lieu of specialized experience may be used at the PU-11 grade level only but NOT used at the PU-12 grade level.

At the PU-11 level:
Qualifying educational requirements are:
A. Possession of a Ph.D. or equivalent doctoral degree; OR
B. Applicant must have completed three (3) full years of progressively higher-level graduate education leading to such a degree; or have an LL.M if related to this position. (Note: Qualifying major study - journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics;) OR
C. You must have a combination of experience and education that equals 100% of the total requirement. (Major study-printing or printing engineering, graphic or commercial art).

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
