The primary purpose of this position is to deliver strategic planning, day-to-day management, reporting, and overall programming and budgeting functions for a variety of analytical and R&D laboratories throughout the nation. Serves as a senior technical expert on scientific laboratory analyses, in-depth materials R&D programs, and program acquisition. **Salary ranges includes local market supplements**

Duties

DUTY 1: Independently evaluates the S&T performance of laboratory system analyses, processes, and methods, and addresses all deviations from normal operations as soon as they occur. DUTY 2: Leads scientific and technical projects unique to the Center's material missions. DUTY 3: Supports and defends efforts to fund programs, supports and communicates critically the justification for program funding, supports and manages resulting R&D efforts to advance this Centers' utility to support its' National Security customer needs. DUTY 4: Independently prepares and /or reviews program documentation for the Command's Program Objective Memorandum (POM), Future Year Development Plan (FYDP), and budget submissions for assigned systems to determine if projections are accurate and overall system performance is being achieved as projected.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge of a wide range of scientific concepts, principles and practices as well as R&D methods common to both physical and material sciences. Knowledge of advanced analytical principles in physics, radiochemistry and/or nuclear measurement principles is highly desirable. Possesses experience in laboratory operations and laboratory quality assurance/quality control programs. Extensive knowledge of Joint DoD, DOE, DOJ, DOS and OHS organizations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of advanced analytical principles, concepts, and methods in the field of physical science, with broad interpretive knowledge in nuclear sciences (e.g. physics, radiochemistry, nuclear measurement principles) and laboratory analysis systems, to produce detailed analyses of complex information/situations attained from multiple sources. 2. Knowledge of the laws, principles, policies, surveillance techniques, and practices of systems acquisition and project management. Knowledge of business, industrial management, contracting procedures, technical concepts, surveillance measures, and production practices to evaluate contractor proposals and activities. 3. Knowledge of laboratory quality assurance/quality control programs; ability to rapidly apply technical knowledge in a variety of situations that allow QA/QC procedures/policies to adapt to mission requirements in order to meet critical deadlines. 4. Ability to organize, interpret, and present information in a clear, concise manner to produce scientific reports; skill in delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Ability to analyze conflicting information from multiple sources and apply relevant information rapidly in operational situations. Proficiency in MS Office products, including MS Word, Excel, PowerPoint, Outlook, and Internet Explorer. 5. Knowledge of Joint DoD, DOE, DOJ, DOS, and DHS structure, organizations, and mission/functions, interrelationships, and operations. 6. Knowledge of security procedures to maintain control of classified material is required. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). 4. Employee must meet or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position; the APDP level required specifically for this position will be identified locally. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
