The primary purpose of this position is to ????serve as the Laboratory Protection Manager for the Air Force Radiochemistry Laboratory (USAF CIL) in support of national-level nuclear treaty monitoring programs.
Organization location of this position is: ACC, Sixteenth Air Force (16 AF), Air Force Technical Applications Center (AFTAC), 709th Surveillance and Analysis Group (709 SAG), Patrick AFB, FL
Duties
DUTY 1 - Defines procedures, policies, and concepts for the unit's comprehensive protection programs in support of all laboratory personnel accessing the facility and/or using hazardous materials and radiological materials
DUTY 2 - Directs scientific assessments and makes recommendations concerning corrective actions for identified weaknesses or deficiencies in radiation protection and/or nuclear safety programs
DUTY 3 - Provides expert evaluation of imminent health and environmental threats
DUTY 4 - Authors and trains personnel on procedures pertaining to the handling of nuclear and hazardous materials
DUTY 5 - Exercises supervisory personnel management responsibilities

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Must Obtain/Maintain Top Secret Security Clearance with SCI . A non-disclosure agreement must be signed.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS: 1301 Physical Scientist
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE
Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Detailed knowledge of physics and nuclear data evaluation and methods, nuclear measurement principals, techniques, processes and equipment, specifically alpha, beta, gamma, and mass spectrometry equipment. Knowledge of conducting radiation exposure and radiological contamination surveys of nuclear materials and areas utilizing nuclear materials. Knowledge of nuclear weapons effluent materials is sought after. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and experience in internal/external dosimetry, shielding of activity, nuclear calculations, radiation protection, and health physics auditing functions. Extensive knowledge of advanced principles, theories, and practices of health physics and the physical sciences as they apply to radiation protection, industrial hygiene, and chemical hygiene areas and able to apply new methods and theories to newly developed technologies as they are used in nuclear treaty monitoring operations.
2. Knowledge and mastery in the calibration, optimization, use and troubleshooting of health physics instrumentation, to include ionization chambers, proportional counters, Geiger-Muller counters, gas-flow counters, inorganic scintillators, and semiconductor detectors.
3. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implication of such data; to make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience, and to present and argue for a position effectively. Practical experience with responding to contamination events, spills, or accidents involving radioactive and hazardous materials.
4. Extensive experience and certification in shipping, receiving, and disposing of radioactive and hazardous materials in accordance with 49 Code of Federal Regulation (CFR) for Transportation, International Air Transport Association (IATA) Dangerous Goods Regulation, Nuclear Materials Management and Safeguard Systems (NMMSS), Department of Energy National Nuclear Security Administration (DOE NNSA), 40 CFR Protection of the Environment, Resource Conservation and Recovery Act (RCRA), and Defense Transportation Regulations.
5. Ability to communicate effectively, both orally and in writing. Ability to compose and deliver both written and oral presentations. Ability to work effectively and constructively with various groups in accomplishing assigned projects in both leader and follower capacity.
6. Ability to manage a small staff and carry out all phases of personnel management responsibilities. Ability to plan, organize, and direct the daily tasks of a small to medium sized team.
