Duties

Provide technical quality assurance oversight of the analysis and evaluation of disparate nuclear data generated by DOD and DOE national laboratories and provides the authoritative assessment of the best overall data for over 100 nuclear isotopes with the associated uncertainties and confidence levels. Oversees the technical comparisons, interpretations, and resolves discrepancies in nuclear data sets provided by the seven different nationally recognized laboratories. Incumbent is an authoritative source who is recognized by the national laboratories which generate the nuclear data and/or assessments. Incumbent develops and provides advanced technical training to the flight's technical experts.

  • It is highly desired for the employee to have a PhD in Nuclear Engineering, Nuclear Physics, Radiochemistry, Mathematics or Statistics.
  • This is a key position. Incumbent must be removed from any military recall status if alternatives are not available for filling this position during an emergency.

Qualifications

This is an Interdisciplinary position that can be filled as a Physical Scientist (GG-1301) or a Statistician (GG-1530). This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: 1301- PHYSICAL SCIENTIST Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. 1530- STATISTICIAN Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. or Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: applying the scientific and statistical principles, theories, and methodologies as they relate to disparate nuclear data and apply the use of specialized studies and analytical methods to resolve the unique problems created when deriving accurate forensic data from a post-nuclear weapons detonation environment. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of and skill in applying the scientific and statistical principles, theories, and methodologies as they relate to disparate nuclear data from a very limited number of samples, analyzed by many different techniques, and generated in extremely different environments. Incumbent must apply the use of specialized studies and analytical methods to resolve the unique problems created when deriving accurate forensic data from a post-nuclear weapons detonation environment. 2. Expert knowledge of nuclear analysis, processing and assessment methods, to include radiochemistry separation and purification, alpha, beta, and gamma nuclear measurement techniques, mass spectrometry and the subsequent analysis and evaluation of results. 3. Expert knowledge of both airborne and ground-collection methods to include the effects of meteorological transport of materials, the effects of the collection methods on the samples and the subsequent effects on the analysis and evaluation of the results. 4. Extraordinary degree of skill in establishing and maintaining effective relationships, building consensus and coalition, negotiating and resolving conflicts with a variety of national-level scientists and groups across the DOD and DOE. Highly skilled in the interpretation, evaluation and integration of nuclear analysis data from multiple sources. 5. Must have the ability to quickly assimilate disparate data and render knowledgeable and accurate assessment of the uncertainties and confidence levels associated with the data, to make decisions, estimates, recommendations and decisions under conditions of urgency and pressure based on mature judgment, experience and recognized professional standing and to present and argue for those confidence levels effectively. 6. Must have the ability to conduct verbal and written communication techniques to produce Center level products, present briefings, present ideas and discuss a position effectively, and to participate in DOD and international treaty monitoring working groups, and to collaborate with military and civilian personnel at all grade and skill levels as a spokesperson for and a recognized authority on the nuclear data quality assigned to a post-detonation nuclear event. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. A minimum of 10 years of direct nuclear science where statistical methods have been extensively required or statistical experience with extensive nuclear application is highly desired. This is a Mission Essential (ME) position. Incumbent will be performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions, IAW, DODI 3020-42, Defense Continuity, Programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
