About the Position: This is a US Army Garrison-Redstone Arsenal, Directorate of Public Works, Master Planning Division position.
Duties
Serve as the senior real property specialist and technical expert performing in both real property management and space utilization.
The installation's primary technical authority for all real property actions associated with the acquisition, management, and disposal processes.
Perform varied tasks as the formal representative of the installation’s Real Property Accountable Officer in accordance with appropriate Army Regulations (ARs), Engineering Regulations (ERs), and Commander's guidance.
Perform varied tasks relating to real property accountability, real property assignments, space utilization, and real estate transactions.
Use of quantitative and qualitative analytical techniques to analyze programs and development of data measurement and comparison techniques to use in the management of real property assets.
Perform accomplishment and documentation of periodic real property inspections and real estate inventories in accordance with Army regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance for the duration of employment.
- One year trial/probationary period may be required.

GS-11 Level:
Specialized Experience: One year of specialized experience which includes knowledge of policies, procedures, regulations and contracts related to management of Army real estate assets; performing database/inventory management and/or completing asset documentation/inventory, reviewing/developing space requirements and completing space assignment documents and space management planning. Candidate has experience in the acquisition, management and disposal of real property; to include ability to accurately input and retrieve data from government information systems. Candidate has experience resolving facility issues with occupant responsibilities, renegotiating space utilization, encroachment or trespassing. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
GS-12 Level: One year of specialized experience which includes extensive knowledge of policies, procedures, regulations and contracts related to management of Army real estate assets. Candidate has experience in the acquisition, management and disposal of real property; to include ability to accurately input and retrieve data from government information systems. Candidate has experience resolving facility issues with occupant responsibilities, renegotiating space utilization, encroachment or trespassing. Candidate has experience coordinating with stakeholders at different levels including higher authorities and general public for studies and projects with ability to perform administrative direction, delegation of assignments, and reviewing and evaluating work. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the lower grade or equivalent (GS-11). Specialize experience equivalent to the GS9 level is required for the public (with no federal experience) seeking a position at the GS11 grade level. Specialize experience equivalent to the GS11 level is required for the public (with no federal experience) seeking a position at the GS12 grade level.
