You will serve as an Administrative/Technical Specialist in the Infrastructure Division of NAVSURFWARCENDLD.
Duties
You will advise others based on your knowledge of Federal Acquisition Regulations (FAR) and Navy contracting policies for developing statements of work (SOW), contracting packages and evaluation of proposals in multiple areas of contracting.
You will expertly analyze contract strategy options and provide recommendations to customers, TDAA, and leadership.
You will provide expertise supporting and managing contractual construction or facilities maintenance efforts.
You will lead and participate in technical evaluation teams in the preparation of procurement packages, reviewing proposals and oral presentations, and preparing the corresponding contract documents.
You will review quality control plans and assessments of contractor performance through field surveillance and documentation procedures.
You will prepare quality assurance reports for site visited each day.
You will provide technical recommendations/solutions to problems encountered during the administration of construction contracts.
Requirements

- You will perform duties as a Contracting Officer's Representative (COR) as appointed and in accordance with NAVSEA's Contracting Officer's Representative Instruction approximately 25% of the time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
FOR NT-05 (GS-13/14 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience applying analytical and evaluative methods to oversee the development and management of administrative and operational functions in the execution of business operations related to contracting practices, policies and procedures.
