The primary purpose of this position is to perform duties for management of AFRC civilian and military training programs.
Duties
Duty 1: In concert with Headquarters functional managers, assists in identification of training requirements for training involving areas such as initial training, skill proficiency, aircrew to include formal flying training, career development, and medical training.
Duty 2: Manages formal school quotas for all courses within assigned area of responsibility (military and civilian).
Duty 3: Reviews and analyzes a variety of statistical data, reports and training information to determine if quota usage is in keeping with projected requirements.
Duty 4:Represents the branch at a variety of meetings, conferences, and workshops.

Qualifications
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes:
1) Planning, coordinating, changing, and giving solutions to training problems involving maintenance, management and supervision of Formal School Programs, program administration and other educational service program referrals. 2) Conducting studies to improve program efficiencies by identifying, proposing, and devising implementation of new processes. 3) Resolving problems based upon knowledge of staff assignments, commitments, deadlines, operating policies, and unit priorities.

EDUCATION:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of AFRC training programs to manage assigned programs to ensure accomplishment of command training objectives.
Knowledge of AF training system to accomplish and monitor actions for management of school tour programs.
Knowledge of Air Force Reserve mission, functions, and operating systems of subordinate units.
Skilled in written and oral communications to develop reports and correspondence and conduct briefings.
Knowledge of and ability to apply regulations, policies, and concepts pertaining to military/civilian training programs.
Ability to apply analytical techniques sufficient to identify and evaluate data.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
