About the Position: This position serves as Management and Program Analyst for the IMCOM Directorate - Sustainment, Public Works Support Team serving as the subject matter expert for functions concerning manpower and financial resourcing of all IMCOM Directorate - Sustainment DPW municipal services and real property facilities.
Duties
Apply professional data analysis principles to Public Works (PW) management and workflow processes, Engineering management systems, TDA Manpower and Equipment, and the resource programming and allocation process.
Direct an organization responsible for providing vital maintenance to installation and tenant activities, Real Property management services to include master planning, housing, facility construction, operation, and maintenance and repair services.
Investigate and apply work management efficiencies while exercising staff oversight over productivity improvement initiatives.
Exercise staff oversight over productivity improvement initiatives for all Engineer BOS (Base Operations) and SRM (Sustainment, Restoration, and Modernization) services across all aspects of DPW Work/Financial management.
Provide oversight of DPW work/financial management operations for all 34 garrisons as assigned to IMCOM-Sustainment.
Maintain liaison with AMC through IMCOM and coordinate daily with the supported ACOM, DRUs, MSCs regarding business process.
Plan, conduct or participate in studies of DPW organizations to validate essential business operations processes performed, evaluates the preparation of DPW Annual Work Plans, and the establishment of sound reimbursable programs.
Conduct the annual review of the IMCOM-Sustainment garrison Annual Work Plans (AWPs), which consists of approximately $600M-$1Billion of sustainment funding.
Participate in staff assistance visits and provide performance oversight of PW Business Operations /work management processes at installations.
Utilize professional data analysis principles to Public Works (PW) management and workflow processes, engineering management systems, and the resource programming and allocation process.
Stay abreast of the latest regulations and policies affecting assigned area of responsibility.
Apply analytical techniques in the development and validation of Public Works financial requirements, to include manpower and contract program requirements.
Analyze spend plan requirements to ensure mission funding is available for the distribution of funds impacting mission needs.

Specialized Experience: One year of experience which includes (1) Coordinating with internal/external stakeholders on funding, courses of action, required approvals, policies, or other construction matters to include advocating recommendations, strategies, and actions to reconcile or resolve novel, conflicting, or controversial engineering issues or policies; (2) Planning, directing, managing and coordinating efforts of engineering personnel, contractors, subcontractors, government agencies and other budget and programming personnel for large scale facility construction and renovation; (3) Assessing and implementing strategies and actions affirming the integrity, economy, quality, and effectiveness of engineering programs for an organization AND (4) Performing as a contract administrator by managing, negotiating, supporting and executing the contract process.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
