The primary purpose of this position is to provide complete and timely worldwide logistical and supply chain management support for major modules, components and associated equipment of aircraft propulsion systems. Management of equipment centers around major engine modular sections and scheduling their replacement through parts forecasting and ensuring quality control.

Duties

Performs analysis associated with technical aspects of the management of major engine modular components requirements. Provides expert systems/equipment advice and recommendations to senior leader and maintenance technicians. Determines current and future replenishment spare requirements. Provides support and assistance during provisioning/procurement of assigned equipment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions to include the Individual Occupational Requirement (IOR) for the GS-1670, Equipment Services Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Examples of qualifying Basic Experience include: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilizations, repair, or operation of equipment; reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specification are met; or analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. OR EDUCATION: Successfully completed undergraduate education with Major in any field of study from an accredited college or university; or graduate education with Major in a field related to the position being filled. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed Ph.D. or equivalent doctoral degree; 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes handling technical content of assigned complex and sophisticated aircraft propulsion system/subsystems and equipment; planning, analyzing, and evaluating support aircraft propulsion systems/subsystems requirements; and providing support and guidance throughout the organization on methods of sustainment, acquisition, correcting deficiencies, and resolving equipment problems with long term implications. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems and skill in applying this knowledge to difficult and complex assignments. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data associated with aircraft propulsion equipment, engines and their associated equipment. Skill in identifying and analyzing complex technical problems and developing innovative solutions. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. Ability to plan, organize, and reprioritize work to meet changing deadlines. Knowledge of standard safety and health practices and established policies and procedures. WORK ENVIRONMENT: Work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions typical of an office-like environment. The work area is adequately lighted, heated, and ventilated. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
