About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Belvoir, VA.
This position is being filled on a permanent basis.
Duties
Lead a team in systems of systems management, ensuring availability and reliability of all operational products and services to support the Access Program Enterprise Portal (ASEP) mission.
Ensure operational readiness of the ASEP system including end-to-end systems performance monitoring, architecture and the available resources.
Serve as a government technical contract officer representative (TCOR).
Participate as an ASEP team member in the engineering analyses of broad areas of business processes and technologies that can support their automation.
Actively participates in planning activities that support organizational goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must undergo and successfully complete an initial and periodic counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks.
- Position is designated as Security Control Assessor/Information System Security Manager, IAM-II.
- The incumbent or selectee is required to satisfactorily complete the appropriate computing environment training and obtain the required certification applicable to the computing environment and baseline certification for IAM-II.
- Failure to satisfactory obtain and/or maintain updated certifications IAW publication listed are grounds for termination.
- In performing above duties, overtime and shift work may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
- This is a mission essential position and is occupied by an agency designated emergency employee. You will be expected to report to or remain at your worksite during dismissal or closure situations.
- This is a Critical-Sensitive position requiring a valid and current SSBI, a TOP SECRET security clearance, and clearance for access to sensitive, compartmented information (SCI).
- One-year supervisory probationary period may be required.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by overseeing systems performance to ensure operational readiness of all operational products and services to support the ASEP mission; participating in or collaborating with ASEP Project Manager to ensure system operational processes and procedures are integrated; comprehensive knowledge in managing daily operations of classified systems, operations centers, and support services; experience as a government technical contract officer representative (TCOR); exercising full range of supervisory and leadership duties for a multi-disciplined staff of professional and technical personnel; assigning work to subordinates based on priorities, difficulty of work and capabilities of employees; proficiency and experience in managing complex projects.
AND
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail: Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others;
