This position serves as a Program Analyst in the Office of Infrastructure (NA-90), Office of Infrastructure Lifecycle Management (NA-91), Infrastructure Policy and Controls Division (NA-912) National Nuclear Security Administration, Department of Energy. The Office of Infrastructure Policy & Controls Division (NA-912) provides the centralized program and financial management and data analysis shared services to the Office of Infrastructure managers.
Duties
As a Program Analyst (Deputy Division Director) you will:
Ensure the budget formulation and execution adhere to the DOE standards. Lead contract management support to NA-90 Program Managers such as coordinating procurement forecasts and actions with NA-90 program managers; serving as the NA-90 Small Business POC; and serving as the NA-912 lead for the NNSA Contractor Performance Evaluation Process and collaborating with stakeholders to ensure quality performance feedback is provided during the CPEP process.
Work with leadership, program managers, and individuals or groups from outside the agency, including consultants, contractors, or representatives of the media or professional associations, in moderately unstructured settings. The ability to influence and persuade persons or groups to comply with established policies or to accept established methods using persuasion or negotiation, or by establishing rapport to gain information.
Serve as a leader to identify, track, and analyze critical program goals, objectives, and metrics to assess NNSA program performance and progress towards achieving long-term goals. Applies knowledge of NA-90 program goals, objectives, and plans to identify potential problems and propose solutions. Plans and organizes program data analysis and interprets data results for NA-91 program managers and leadership. Identify and analyzes trends in complex data sets. Lead the creation and maintenance of dashboards for financial and schedule data. Support development of reports and briefings drawing on data analysis, budget formulation and execution.
Serve as the leader for NA-90 Generation 2 (G2) program and performance management information to NNSA and its subordinate organizations, G2 is a key IT mission enabler for the five mission priorities outlined in the NNSA Strategic Integrated Roadmap, used across NNSA to manage annual appropriations with mission activities ranging from managing real property and equipment data for over 5,500 NNSA assets.
Conduct independent research, obtain information from various sources, and lead teams in performing special studies applying statistical techniques and correlation analysis to NA-90 controversial and precedent-setting recommendations.
Qualifications
Specialized Experience:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., EN-04 or GS-14. Specialized experience for this position is defined as: experience leading and facilitating program support through budget, data analytics, process design and improved program performance.
- Experience providing technical advice to key management officials and prepares comprehensive dashboards for all NA-90 offices with appropriate supporting documentation.
- Experience developing strategies for technical, analytical, and financial support and provides advice to NA-90 senior management and Program managers.
