Duties
Duties described below reflect the full performance level GS-12. Duties assigned to an entry grade of GS-11 will be developmental in nature.
Develops an effective implementation of Standard Operating Procedures (SOPs) for all areas of responsibility.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Directs the preparation, analysis, reconciliation, consolidation and submission of all required finance reports within established deadlines to higher level management.
Develops recommendations for actions under uncertain conditions and short and rapidly changing program deadlines and facilitates the resolution of controversial payroll problems for the serviced organizations.
Advises on the legality of entitlements and/or collection actions and recommends policy on operational interfaces with serviced activities.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 for GS-11 applicants and GS-11 for GS-12 applicants) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience for the GS-11 level is defined as: performing financial pay analysis and support for a large-scale automated civilian payroll system; advising on financial management principles as they relate to automated pay systems processing; and assisting in the preparation and submission of all required finance reports.
Specialized experience for the GS-12 level is defined as: providing technical expertise on financial standards and principles as they relate to Civilian Pay; applying applicable laws, regulations, policies and procedures to resolve issues relating to financial entitlements; and making recommendations on operational requirements and improvements for existing Civilian Pay processes.
Time-in-Grade for GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
Time-in-Grade for GS-12: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
