This position is located within the Department of Homeland Security (DHS), Management Directorate (MGMT); Office of Biometric Identity Management (OBIM). The primary purpose of this position is to provide technical advice, guidance, recommendations, and support to DHS/MGMT/OBIM management in the planning, research, and analysis of AWS as the framework for OBIM's mission critical systems. Non-BU: This is a non-bargaining unit position.

Duties

As a IT Specialist, GS-2210-14, your typical work assignments may include: Leads or supports engineering projects and studies which involve extensive analysis of user requirements and applicable system software and computer equipment. Incumbent evaluates various and unrelated components of novel and obscure architectural systems often requiring deviating from traditional methods. Plans, coordinates and manages assigned engineer tasks for any of the Systems Engineering Life Cycle (SELC) phases of the lifecycle for designated systems, in accordance with accepted Systems Engineering practices. Leads the development of cloud services focusing on provisioning, configuring and managing of potential multi-cloud enclaves. Performs analysis and evaluation of the definition and design of assigned architectures or items to achieve required effectiveness at minimum cost within planned schedules. Performs requirements gathering, information collection, level of effort analysis, cost-benefit analysis, and feasibility studies for the implementation of new technologies to be used in the OBIM tools environment. Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENT This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Applicant must possess IT-related experience demonstrating each of the four (4) competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE To qualify, you must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level in Federal Service or equivalent public or private sector experience. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. For this position, specialized experience is defined as: Leads the development of cloud services focusing on provisioning, configuring and managing of potential multi-cloud enclaves. Develops and implements plans, schedules, milestones, deliverables, and estimates of requirements for resources for assigned projects. Leads or supports engineering projects and studies which involve extensive analysis of user requirements and applicable system software and computer equipment. Substitution of education in lieu of specialized experience may not be used for this grade level. PREFERRED CERTIFICATIONS Possession of one (1) of the following certifications is highly desirable: AWS Certified Solutions Architect CompTIA Cloud+ Oracle Cloud Infrastructure (OCI) CompTIA Linux+ All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade GS-13, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
