This position is located in the Western-Pacific Labor and Employee Relations (LER) Division, (AHL-W300) in a Regional Office. The incumbent serves as a HR Specialist (Labor & Employee Relation), technical advisor to management on the administration and operations of LER programs.

Duties

At the F-Level - The incumbent's assignments will be progressively more difficult, under the close direction of a more experienced professional. Acts as a team member for projects and/or programs within a defined area of responsibility. Coordinates with team leader or more experienced professional to use assigned resources to accomplish tasks. Contacts are primarily internal to the agency. Will have contacts with customers on routine matters such as gathering information, explaining regulations and discussing situations/issues. Works under the close direction of a manager or more experienced professional. Research problems/work issues prior to consulting with the manager or team leader for guidance. Work is reviewed regularly to ensure timeliness and quality.

Qualifications

Additional Duties Continued:At the I band level - The incumbent serves as a staff and technical advisor to management in the administration and operation of regional labor and employee relations programs for the Western Pacific Region. The incumbent will perform multiple, varying and complex assignments and act as a contributing specialist on large work activities or as a project manager.Applies experience and comprehensive knowledge to plan and conduct a full range of labor and employee relations activities. The incumbent writes a wide variety of correspondence and other documents necessary for labor and employee relations programs. Duties include serving as a technical authority, providing guidance and assistance to management for union/management interactions, grievances, and disciplinary and adverse actions. The incumbent will provide guidance and assistance to management and employees on union contracts and the interpretation of the Federal Labor-Management Relations Statute. The incumbent will represent the agency in arbitration hearings, ULP’s unemployment hearings, and any other third-party hearings. Resolves most problems and work issues without the assistance of a manager or team leader. Develops and recommends approaches to address current and anticipated issues. Work is reviewed rarely, typically through status reports and at project completion. The incumbent may be tasked to perform other related duties as assigned.Minimum Qualifications:To qualify for this position at the FV-F level, you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FG/GS-4 level.General experience could have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of this position. Experience of a general nature (typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable.To qualify for Pay Band FV-G, you must demonstrate that you possess at least 1 full year of specialized experience equivalent to FV-F or FG/GS 5/9 level.For the FV-G level specialized experience includes assisting with investigating unfair labor practice complaints; giving briefings on the responsibilities of union and management; advising management on grievance responses at various steps of the procedures; assisting with representing management in third party proceedings; experience with conduct and discipline issues, adverse actions, appeals and grievances; using analytical and problem-solving methods to interpret and analyze facts and allegations, and provide legal recommendations.To qualify for Pay Band FV-H, you must demonstrate that you possess at least 1 full year of specialized experience equivalent to FV-G or FG/GS 10/11 level.For the FV-H level specialized experience includes briefing and training on union rights to negotiate/bargain on policies, practices and working conditions; interpreting and applying provisions of collective bargaining agreements; responding to grievances at various steps in the procedure; investigating Unfair Labor Practices, (ULP) complaints; investigating and assisting with third party hearings; conducting fact finding inquiries; advising management on issues such as conduct and discipline, adverse actions, grievances, and other appeals; using analytical and problem solving methods to interpret and analyze facts and allegations, and providing legal recommendations.To qualify for Pay Band FV-I, you must demonstrate that you possess at least 1 full year of specialized experience equivalent to FV-H or FG/GS 12 level. For the FV-I level specialized experience includes experience that demonstrates expert knowledge of employee and labor relations laws, regulations, policies and other pertinent guidelines; interpreting and applying provisions of collective bargaining agreements; serving as an advisor to managers/supervisors regarding complex employee & labor relations issues, including grievances, unfair labor practices, misconduct investigations, adverse actions/appeals; serving as agency representative, or actively participating, in arbitrations and other third-party hearings.Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience described must be in or related to the duties of the position.Qualification requirements must be met by the closing date of this vacancy announcement.

Education

FV-F: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, gained from an accredited college or university.

FV-G: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, is required.

FV- H/I: Education cannot be substituted for experience.

Substitution of education or equivalent combinations of education and experience may be qualifying for this position. To qualify based on education, you must submit a copy of your college transcripts. If selected, official transcripts will be required prior to employment.

Foreign Education: Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalency to a degree acquired at an American college or university. A copy of the evaluation results must be included in your application package. If you do not include a copy of the evaluation as part of your application package, your foreign education will not be considered.

This position may be filled at the FV-F, FV-G, FV-H or FV-I band. The FV-F/G pay band is considered developmental and require less responsibility and more supervision.
