Duties
This position serves as a Human Resources Specialist (Recruitment and Placement) with responsibility for planning, developing, and carrying out the full range of staffing, recruitment, placement, affirmative employment, and related management advisory services for assigned organizations typified by complex organizational structures and dynamic, professional and/or scientific missions. Performs program evaluation of a full range of HR programs at command and/or installation level and develops and executes improvement/enhancement plans. Prepares and delivers written reports and oral presentation briefings, training sessions, consultations, orientations, and discussions with leadership.
Ideal Candidate:
Comprehensive knowledge of the full range of Federal HR affirmative employment, staffing, recruitment, and placement principles, concepts, practices, and analytical techniques. Skill in advising management on controversial or sensitive, complex, and difficult staffing, recruitment, placement, and affirmative employment issues and problems. Performs in-depth research gathering facts and uses extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex staffing, recruitment, and placement problems/issues.
Key Skills and Abilities:
1. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques.
2. Knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment.
3. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
4. Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems.
5. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.
6. Ability to express ideas and concepts and communicate effectively orally and in writing.
Requirements
- U.S. Citizenship Required
- Employee must be able to obtain and maintain a Top-Secret clearance.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- This position is eligible for situational telework (8-10 days every 2 weeks)
- PCS/Incentive funding is not available.
