About the Position: Serving as a program analyst, responsibilities include a wide range of programming and budgeting duties and project management support actions. Responsible for utilizing an extensive knowledge of the overall Corps of Engineer budgeting processes, policies, and guidelines, in addition to a comprehensive knowledge of the Civil Works project phases, processes, and features to develop the Fiscal Year project budget request for multiple scenarios for each assigned project.

Duties

Responsible for analyzing project activities and expenditures. Provides documentation to support officers testifying before Congressional committees on budget requests. Establishes cost and work breakdown structures within automated systems for accurate monitoring and coordinating of project scheduling. Develops, prepares, and submits project budget requests on assigned projects. Advises project managers as to the requirement and status of local contributions. Manages project funds within an automated database to ensure timely project execution. Prepares correspondence and reports related to project planning and programming.

Requirements

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Business Management, Analysis and/or Functional Analysis. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Time in Grade Requirement: Time-In-Grade requirement must be met by the closing date of this announcement.
