This position is located in the Health Resources and Services Administration, Office of Operations, Office of Human Resources, Division of Workforce Relations, Employee Benefit & Performance Management Branch. The duty location for this position is in Rockville, MD and is not eligible for remote work. **Applicants please note: Additional selections may be made across the Department of Health and Human Services through this vacancy announcement.**

Duties

As an Agency Senior Advisor, you will be responsible for managing one or more of the human resources benefits programs. Your major duties include: Analyzing operations effects of changes in laws or regulations on Agency benefits and retirement policies and procedures. Drafting new or making substantial modifications to current policy documents. Counseling employees, retirees, and family members in obtaining the maximum level of benefit entitlements, options, eligibility. Interpreting the laws, rules, regulations, and policies for benefits (e.g., health and life insurance, Thrift Savings Plan, post-employment information, military benefits, veterans' preference, and prior federal service. Preparing estimates on routine and complex cases for various types of retirement and disability; and various types of employee and military deposits. Verifying creditable service, assisting with application preparation, and submitting employee requests to OPM or the Agency's payroll office for processing. Identifying retirement coverage errors and making corrections based on the regulations of the Federal Erroneous Retirement Coverage Correction Act (FERCCA). Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.

Qualifications

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-0201-12: In order to qualify for this GS-12 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis: Responding to complex federal pay, benefits, and retirement questions to employees and managers. AND Providing technical advice to employees on their federal retirement and benefit options GS-0201-13: In order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis: Working with employees on complex retirement program situations, such as combining federal service that has been credited under various and dissimilar retirement programs. AND Providing managers and employees with information and interpretations of an agency's federal employee benefits administration, and other federal retirement programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. EMPLOYEE BENEFITS - Understands and demonstrates knowledge of HR concepts, principles, and practices related to retirement, insurance, injury compensation, and other employee benefits programs. HUMAN RESOURCES COUNSEL - Applied knowledge of human resource policies and procedures to advise and assist managers in staffing, position management, benefits and payroll, employee retention and employee relations. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
