This position: Serves as a Management Analyst in the Army Civilian Career Management Activity, Support Services Division, performing and coordinating a wide variety of Human Resources and management functions.
The preferred duty location is Fort Belvoir, VA. Management may approve remote work at the time of selection for well-qualified candidates. If the selectee is located within the preferred duty location, they will be expected to report to the duty location at least twice a pay period.
Duties
Provide advice to Managers on specific issues that impact recruitment, personnel management, and administrative program issues.
Independently initiate Standard Operating Procedures and guidance to assist managers with workflow and procedural steps in Recruitment, Performance Management, and other internal support related initiatives.
Oversee and coordinate the hiring process for all ACCMA staff, prepare and submit personnel documents for hiring, reassignment, promotion, performance evaluation, and employee recognition.
Serve as liaison with the servicing Civilian Human Resources Service Center (CHRSC) to coordinate and troubleshoot human capital and/or workforce related issues within the organization.
Conduct, review, and analyze a broad variety of personnel/workforce management programs, processes and methods.
Develop, analyze, and evaluate new or modified human resource policies, regulations, and goals to update or blend into local policies or processes.
Monitors manpower requirements and authorizations and reports organization personnel strength to higher headquarters and Resource Management Division.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Position may require business travel up to 25%

Specialized Experience: One year of specialized experience which includes providing technical guidance regarding human resources personnel procedures, regulations, and policies; analyzing personnel requirements to ensure staffing levels are within authorized allowances; and conducting various management studies to recommend staffing strategies for civilian HR management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
