The Review Appraiser position is located at the Veterans Benefit Administration, Loan Guaranty, Construction and Valuation Value Stream Division. The Review Appraiser is responsible for oversight of an assigned multi-state jurisdiction and will perform a full range of construction and valuation matters affecting the VA Loan Guaranty Program.
Duties
Serve as a technical expert who has knowledge of Uniform Standard of Professional Appraisal Practice (USPAP), Uniform Appraisal Dataset (UAD), and skill in the application of principals, practices, and techniques of appraisals.
Perform a full range of appraisal review processes and acts as primary VA liaison to ensure appraisers, lenders, and servicers are properly administering VA policies and procedures.
Consult, advise, and instruct fee personnel and program participants on appraisal, construction, and other matters pertaining to Valuation.
Review appraisals of real property, including existing, new, and proposed properties, consisting of one to four living units for the purposes of loan origination, liquidation, and partial release.
Ensure reasonable value is properly established, and both the appraisal and NOV meet VA and industry standards.
Perform oversight desk reviews of the quality of Staff Appraisal Reviewer’s (SARs) performance on Notices of Value issued under the Lender Appraisal Processing Program (LAPP).
Recommends to the supervisor disciplinary actions or sanctions against Lender SARs.
Administers C and V matters associated with the Native American Direct Loan (NADL) program.
Retrieves and analyzes data using common real estate industry data and computer systems.
Monitors the quantity, quality, and timeliness of work, providing guidance, training, and outreach to internal and external stakeholders.
Organizes, develops, and conducts periodic formal and informal training to fee personnel, program participants and other parties/organizations including but not limited to trade organizations and VA staff.

Applicants must have Specialized Experience as follows:
To qualify at the GS-09 grade level, applicants must have one year (52 Weeks) of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) demonstrated experience analyzing and/or reviewing residential real estate appraisals completed for mortgage loans; OR (2) demonstrated experience in real estate sales and/or experience in the residential mortgage lending industry.
OR
Applicants may substitute Graduate Education to qualify for grade GS-9. Applicants may substitute education for experience with an awarded master's or equivalent graduate degree (such as an LL. B or J.D.) from an accredited college or university, or two full years (36 semester hours or 54 quarter hours) of progressively higher level graduate education leading to such a degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-9. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. To calculate, first identify the education you have earned beyond your first year of study as a percentage of a total of two years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 27 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first 18 credit hours earned) and who has 6 months of creditable specialized experience (i.e.,50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. To qualify at the GS-11 grade level, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (in addition to the requirements at the GS-9 level), (1) demonstrated experience performing quality-control reviews and/or post audit reviews of appraisals prepared by lenders and appraisers; (2) demonstrated experience applying federal, state, and local laws, policies and regulations associated with underwriting home and/or commercial loans, AND (3) demonstrated experience applying technical knowledge of real property requirements and the Uniform Standards of Professional Appraisal Practice (USPAP) guidelines for the origination and liquidation of government guaranteed home loans.
OR
Applicants may substitute Graduate Education to qualify for grade GS-11. Applicants may substitute education for experience with an awarded Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher level graduate education leading to such a doctoral degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. OR
Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11.
