The Assistant Valuation Officer (AVO) is to oversee all VA real estate appraisals in support of VA-guaranteedhome loans in a multi-state jurisdiction. The AVO ensures that Veterans, mortgage lenders and otherstakeholders receive prompt, professional and accurate customer service. The AVO is responsible for the consistent achievement of established LGY operating and employee metrics for the assigned domain, including satisfactory All Employee Survey (AES) results.

Duties

Specific duties include but are not limited to the following: The AVO is the first line supervisor for the C&V Value Stream (CVVS). The AVO is responsible for ensuring that each staff member is fully trained and competent in the core elements of appraising, including guidance, professional standards, and application in traditional and exceptional circumstances. Applies with proficiency the Uniform Standards of Professional Appraisal Practice (USPAP); Federal, state, and local laws and regulations pertaining to the appraisal of real property and the mortgage industry; Extensive knowledge of appraisal concepts and practices to appraise and/or review the appraisals of property with complex characteristics and to analyze complicated C&V problems. Balances workloads across staff and geographic regions and ensures that workloads are manageable and optimized. Collaboratively oversees the quality, quantity, and timeliness of work performed, among other standards, and course corrects as needed based on observation, outcome data, and input from other supervisory staff. Provides technical interpretations of program benefits and requirements for staff, as authorized by policy, in the context of 38 U.S.C. 3703(c)(1), 3704(a), 3710(b)(4), 3731, and 3732.Reviews valuations, documentation, and other case-related documentation and submissions to ensure overall compliance with requirements. The diverse characteristics of the properties within and across locations, jurisdictions, and the physical state of repair present complex challenges to fairly setting appraised values despite established practices and professional requirements. This means that in many ways, each appraisal presents a slightly different set of facts and assumptions upon which values are determined. The AVO is responsible for overseeing this work through the perspective of staff, who are reviewing appraisals completed by fee panel appraisers. Ensures that systems, tools, processes, staffing, training, and organizational structures sufficiently prepare C&V staff to: Intake appraisals, understand on-the-ground conditions, and evaluate according to set standards. Applies quality control, compliance, and audit measures to ensure that C&V activities are tracked, interactions occur professionally and timely, and work products are complete and accurate. Ensures self and staff meet or exceed VA's customer service expectations in serving the Veteran, lenders, fee panels, and other stakeholders. The AVO supports the LGY mission through clear and accurate communication, directly and through staff, with empathy, compassion, and respect of the Veteran paramount, and with outstanding professionalism to fellow valuation experts. Communicates regularly, timely, and effectively. Identifies, prioritizes, and resolves sub-optimal outcomes whether unique or systemic, and real or perceived in the defined valuation performance area and geographic domain. Responds or contributes to "controlled correspondence" as needed. Communicates orally and in writing to diverse audiences. Communication and leadership are essential components of successful supervision and achievement of intended outcomes. Guides staff in developing analytic, communication, and problem resolution skills and capabilities, and directly supports human resource problem resolutions when needed. Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/22/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Specialized experience is defined as possessing an expert knowledge of, and skill in, applying a wide range of concepts, valuation approaches, practices, regulations, policies, precedents, analytical and diagnostic techniques, and procedures related to VA guidelines and Uniform Standards of Professional Appraisal Practices. The incumbent also should have an extensive knowledge of either: appraisal concepts and practices to appraise and/or review the appraisals of property with complex characteristics and to analyze complicated valuation problems. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
