This position is located in the VBA Central Office, Valuation, Washington, DC. The incumbent serves as Appraiser for the Loan Policy and Valuation section of the Loan Guaranty Service.
Duties
Evaluates the effectiveness of policies, regulations, and procedures in attaining program objectives.
Resolves often unusual and complex appraisal or construction-related problems.
Meets with industry Construction and Valuation trade representatives to propose newly emerging technology to address department needs.
Conducts data analysis of the Construction and Valuation systems’ information to be developed for distribution to a diverse audience.
Formulates regulations, policies and procedures and responds to requests for policy interpretations relating to often complex and controversial Construction and Valuation issues/problem.
Provides residential construction and valuation policy advisory to senior leadership and industry professionals.
Represents the Construction and Valuation team in liaison meetings involving veteran groups, congressional representatives, program participants, and other governmental agencies.
Interprets federal statutes, regulations, department manuals and policy statements.

Specialized Experience:
GS-14: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: 1) Understands valuations, state regulations, and how national policy has an impact on the industry; 2) Manage and implement recommendations when proposals involve agency resources or changes in established policies and procedures; 3) Ability to analyze and interpret existing policies and procedures in order to articulate and communicate requirements and/or decisions with executive leadership, supervisors, staff, vendor/contractors, mortgage and real estate professionals, program participants; AND 4) Does national research in order to support policy decisions and support leadership objectives and key results.
There is no educational substitution for specialized experience at the GS-14 grade level.
