This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Management Analyst position is assigned to the Project Manager Defensive Cyber Operations Office of the Project Manager, located at Fort Belvoir, Virginia.

Duties

Provide management analysis, assistance, or support for all personnel and/ or manpower activities under the authority of the project lead/manager. Oversee the management of manpower data, maintenance of the PEO Table of Distribution Allowance (TDA)/ Manage to Budget, and coordination of manpower studies/surveys. Initiate personnel actions for recruitment, promotion, reassignment, awards, or other actions. Prepare a variety of reports or worksheets. Perform and coordinate a wide variety of human resources and management functions to include serving as the PM/PdM liaison to the PEO HQ for all aspects of the human resources process. Serves as action officer/advisor for analyzing AcqDemo guidance. Advise management and employees of the legal, regulatory, and policy guidelines as it relates to the area of staffing, classification, and compensation under AcqDemo.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One-year probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as the following duties: 1) Utilizes an automated human resource personnel system for personnel actions (examples of personnel systems include, but not limited to: Defense Civilian Personnel Data System (DCPDS) or AutoNOA); 2) Managing the Table of Distribution of Allowances (TDA) or personnel authorization for an organization; and 3) Tracks the hiring, organizational structure, or resourcing activities for a supported program. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.
