Job opening: FINANCIAL MANAGEMENT ANALYST

Salary: $73 572 - 114 634 per year

You will serve as a FINANCIAL MANAGEMENT ANALYST within NAVSAFECOM.

Duties

You will assist in the formulation of budget and estimates to support plans, programs and activities. You will review and evaluate budget and purchase requests based on purpose, time and amount. You will develop, determine and interpret budget policies and practices. You will research guides to locate accounting, budgetary and financial information and prepare summaries for use by managers. You will track and control funds for special programs. You will work in Microsoft Excel and have to create formulas and pivot tables and analyze data. You will work within the Navy’s Financial Management System, Navy Enterprise Resource Planning (N-ERP), Defense Travel System (DTS) and   Standard Labor Data Collection and Distribution Application (SLDCADA). You must have the ability to multi-task and complete short fuse requirements and datacalls.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

For GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Seeking, generating, and evaluating alternative perspectives and solutions. 2. Making timely/effective recommendations, based on potential implications of findings or conclusions. 3. Using evaluation skills to identify the causes of problems, and choosing courses of action that balance the interests of the mission and stakeholders; and Prepares, reviews and reconciles financial statements and financial reports to meet reporting requirements and to support management decision. For GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Utilizing integrated federal financial management systems and sub-systems to extract data, identifies and resolves system problems, and maintains data integrity. 2. Applying fiscal law, policies, regulations, principles, standards, and procedures to financial management activities. 3. Identifying and analyzing problems. 4. Weighing relevance and accuracy of information. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
OR
A combination of the education listed above.
