This position is located within the Department of Homeland Security (DHS), Office of Biometric Identity Management (OBIM).
The primary purpose of this position is to oversee organizational projects with a focus on assessing the value and impacts of projects, draft and maintain all project management documentation including project charters, project management plans, the SELC Tailoring Plans, and Integrated Master Plans (IMP).
Non-BU: This is a non-bargaining unit position.
Duties
As a IT Project Manager, GS-2210-13, your typical work assignments may include:
Assesses the value and organizational impact of projects, ensuring the target benefits are measurable and related to business goals, each at different stages of the SELC. Updates relevant plans and communicates approved changes.
Facilitates Integrated Project Team (IPT) meetings and assigns work to be accomplished by IPT members, project management, financial management, systems engineering and operations and maintenance concepts. Creates IPT meeting agendas, meeting minutes, and manages the action items to closure.
Supports the Program Management Cell with project schedule activities and ensures project activities are completed per project schedules.
Overseeing organizational projects while focusing on assessing the value and impact of each project.
Developing detailed project management plans, tasks, schedules, and identifying risks associated with the project.

Qualifications
INDIVIDUAL OCCUPATIONAL REQUIREMENT
This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience.
Applicant must possess IT-related experience demonstrating each of the four (4) competencies listed below:

SPECIALIZED EXPERIENCE
To qualify, you must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level in Federal Service or equivalent public or private sector experience. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
For this position, specialized experience is defined as:

Drafting and maintaining project management documentation including project charters, management plans, the SELC Tailoring Plans, Integrated Master Plans (IMP), project schedules and executive summaries.
Developing detailed project management plans, tasks, schedules, and identifying risks associated with the project.

Substitution of education in lieu of specialized experience may not be used for this grade level.
Certifications: Must currently possess or acquire all of the following certifications within twenty-four (24) months of hire date.
Level II Federal Acquisition Certification for Program and Project Managers (FAC-P/PM),
DHS Program and Project Manager (P/PM) Mid Specialization,
FAC P/PM-IT Specialization
A Project Management Professional (PMP) certification from the Project Management Institute (PMI) is highly desirable
