The incumbent serves as a Management and Program Analyst and is responsible for planning, administering, and evaluating leader development programs for FTA. The incumbent will also support the Agency’s leader development strategy including policies, programs, and initiatives related to executive development. Performs short and long-range planning to maximize program effectiveness and annual goals and measures based on objectives and specific guidance provided by office leadership.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience with evaluating a program for compliance with statutory and regulatory requirements.
Experience with providing technical advice and guidance for improvements to a program.
Experience with drafting, reviewing, and editing documents communicating program requirements to a wide variety of audiences.

Planning and Evaluating- Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
Project management - Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.
Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
