You will serve as a QUALITY ASSURANCE SPECIALIST in the Executive Department (TRF- C100) Quality Management Office (TRF- C130), Quality Assurance Branch (TRF- C133) of TRIREFFAC KINGS BAY.
Duties
You will support all aspects of the Fleet Maintenance Activity Quality Assurance program.
You will be responsible for the SUBSAFE/SOC program oversight and implementation of those required programs and processes leading to the maintenance and recertification of critical submarine systems.
You will establish, monitor, and review quality assurance requirements associated with assigned refit work packages.
You will advise project management on the status of project certification and/or problem areas that may impact or delay certification of the project or schedule.
You will perform oversight reviews of Re-Entry Controls and other work packages accomplished by private contractors on projects.
You will conduct investigations and analysis of assigned critical functions to assess process quality and performance.

- Currently holds or has held formal certification as a Quality Assurance Inspector (QAI) and/or Quality Assurance Supervisor (QAS) per the Joint Fleet Maintenance Manual (JFMM).
- Must be able to obtain an interim and/or final Secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position.
- You will be required to obtain and maintain an IT-II designation.
- The incumbent will be required to travel for Worldwide at which time additional medical screening may be required.
- Shift and some weekend work may be required.

Qualifications
GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing and identifying operational or procedural deficiencies and recommending corrective action to ensure ship overhaul, repair or conversion projects meet quality and certification requirements.
Experience independently planning and executing a work project.
Experience with Quality Assurance inspection methods and applications/requirements per the Joint Fleet Maintenance Manual (JFMM).
Experience and knowledge of Quality Assurance Controlled Material Handling (CMH), Scope of Certification (SOC) material identification and receipt inspection methods per the Joint Fleet Maintenance Manual (JFMM).
Experience conducting Quality Assurance audits and surveillances in accordance with the Joint Fleet Maintenance Manual (JFMM).
GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing shipbuilding procedure.
Experience with safety requirements and practices in accordance with Navy and TRIREFFAC Occupational Safety and Health policies.
Experience conducting submarine maintenance and repair in the mechanical or electrical trades.
Experience with Controlled Work Packages (CWP), Re-entry Control (REC) and Departure from Specification (DFS) procedures and associated opening and closing reviews/vertical audits.
Experience using Microsoft Office products.

Education
GS-11: PH.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.
