You will serve as a FINANCIAL MANAGEMENT ANALYST in the RESOURCES AND BUDGET DEPARTMENT (N4), BUDGET AND PROGRAMS DIVISION (N41) of NAVOCEANO BAY ST LOUIS.

Duties

You will develop and prepare budget exhibits and documentation for budget submissions. You will prepare budget execution reports and analysis for direct and reimbursable resources using analytic database tools. You will maintain accounting documentation on all funding increases and decreases to annual resources. You will review reports, documentation and work papers to ensure compliance with financial standards. You will apply financial and accounting standards in review of internal controls. You will analyze and evaluate complex budget and advise leadership of unusual, or peculiar issues and recommend the most effective and feasible course of action. You will coordinate resource requirements and recommend resource allocations based on priorities and needs. You will process data and perform in-depth financial analysis of interrelated accounting, civilian pay, and various entitlements to resolve difficult and sensitive, out-of-balance conditions with processing actions in Financial Management systems.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a Financial management Level I Certified position IAW the National Defense Authorization act (NDAAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Develop and prepare budget exhibits and documentation for budget submissions; prepare budget execution reports and analysis for direct and reimbursable resources using analytic database tools; Maintain accounting documentation on all funding increases and decreases to annual resources; Review reports, documentation and work papers to ensure compliance with financial standards; Apply financial and accounting standards in review of internal controls; Analyze and evaluate complex budget and advise leadership of unusual, or peculiar issues and recommend the most effective and feasible course of action; Coordinate resource requirements and recommend resource allocations based on priorities and needs. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Prepares budget execution reports and analyses for direct funded and reimbursable resources. Maintain accounting documentation on all funding increases and decreases to annual resources. GS-11

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

GS-09

master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
