You will serve as a FINANCIAL MANAGEMENT ANALYST in the BUDGET AND PROGRAMS DIVISION, RESOURCES AND BUDGET DEPARTMENT of NAVOCEANO BAY ST LOUIS.
Duties
You will be responsible for developing and preparing budget exhibits and documentation for Navy budget submissions.
You will be responsible for preparing budget execution reports and analysis for direct and/or reimbursable resources.
You will be responsible for preparing budget execution reports and analyses for civilian personnel resources.
You will be responsible for reviewing reports, documentation and work papers to ensure compliance with financial standards.
You will be responsible for applying financial and accounting standards in review of internal controls.
You will be responsible for analyzing and evaluating complex budget to determine the most effective and feasible course of action.
You will be responsible for coordinating resource requirements and recommend resource allocations based on priorities and needs.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a bargaining unit position.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience using analytical reasoning in the identification, analysis, and conceptualization of budgetary problems, and the development of a solution.
Experience using administrative and financial management systems.
Experience developing and preparing budget exhibits and documentation for Navy budget submissions.
Experience preparing budget execution reports and analyses for direct and/or reimbursable resources and/or civilian personnel resources for presentation to management.
Experience allocating and monitoring financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to ensure these resources are efficiently applied to meet organizational goals and objectives.
