You will serve as a Supervisory Financial Management Analyst in the Department of the Navy, Office of the Commander for NAVAL INFORMATION FORCES.

Duties

You will serve as the senior liaison for budget, accounting or financial management policy and procedures within the organization. You will conduct management evaluation of issues of financial consequences raised in audit reports, budget reviews, etc. You will plan work, set priorities and schedules work as necessary to assure effective and expeditious accomplishment of priority work without adverse affect on regular work. You will be responsible for actively supporting and promoting all aspects of the Equal Employment Opportunity Program and Affirmative Action Plan. You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. You will prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Expert level knowledge of DOD/DON Fiscal Law/Financial Management Regulations. 2) Utilizes Financial Improvement and Audit Readiness (FIAR) standards when performing assigned duties. 3) Expert level knowledge and understanding of the Planning, Programming Budget and Execution (PPBE) processes. 4) Experience managing all aspects of budget execution and accounting. 5) Experience managing development of executable spend plan and obligation phasing plan.
