The primary purpose of this position GS-0081-07, FIREFIGHTER (HAZMAT TECH/BLS) is to serve as a Firefighter assigned to a crew engaged in airfield/structural firefighting, crash-rescue operations, respond to the presence or potential releases of hazardous materials for the purpose of stopping/controlling the release and to conduct noninvasive emergency medical procedures.
Duties
-Perform hazard and risk assessment and conduct a complete incident analysis.
- Performs Basic Life Support.
-Perform crash-rescue and firefighting duties involving air traffic or support operations where hazardous conditions are such that the expectancy for fire is high and potential for becoming destructive is great.
-Perform structural firefighting duties for a variety of facilities, which may include large multistoried buildings, industrial areas, and/or base storage facilities.
- Maintain firefighting equipment and fire station facilities.

- The employee is required to work a 72 hour week on a 48 hour on /72 hour off basis which includes weekends and holidays. May be subject to recall.

- The employee may be required to drive a motor vehicle. An appropriate, valid driver’s license may be required.

- May be required to work the Fire Alarm and Communications Center (FACC).
- Position to be filled through Delegated Examining Authority.
- Category rating and selection procedures will be utilized.

- This is a drug testing designated position. The employee is subject to random drug testing.
- The work may require the incumbent to obtain and maintain the appropriate security clearance.
Qualifications
This is a TERM position. It is a time limited position, NTE 2 YEARS. Position may be extended up to a maximum of six years. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such modified term appointment of at least fully successful or equivalent. Current Federal Civilian employees may apply for temporary and term positions and if selected, a break in service of three (3) calendar days may be required prior to appointment to the position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series.

SPECIALIZED EXPERIENCE:Applicants must have at least one (1) year specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-06), pay band or equivalent. Specialized experience is described as (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic and specialized airfield and structural firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures; and of basic and specialized building design, construction, and occupancy.
2. Knowledge of HAZMAT emergency response procedures, equipment, identification, and mitigation actions.
3. Knowledge of Basic Life Support techniques and protocols; and of safety requirements as outlined in applicable safety standards, regulations, and/or technical orders.
4. Skill in operating communications equipment.
5. Ability to maintain good working relations; to communicate orally and in writing; and to lift and carry heavy loads.
MAXIMUM ENTRY AGE: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age for the original appointment of individuals to the position of primary and rigorous firefighter. The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a position as a Firefighter. This age restriction does not apply to those who have previously served in a Federal civilian firefighting position covered by title 5 U.S.C. section 3307 provisions OR qualified veteran preference eligible covered by title 5 U.S.C. 3307.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
-Key Position: This position has been designated as Key. In the event of a crisis , selectee must continue to perform the Key duties until relieved. This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status.
-This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
-Employee is required to be certified by the Department of Defense (DOD) Firefighter Certification System as Airport Firefighter (includes Firefighter I, II), HAZMAT Awareness, HAZMAT Operations, and HAZMAT Technician. NOTE: YOU MUST SUBMIT A COPY OF YOUR CURRENT CERTIFICATIONS WITH YOUR APPLICATION PACKAGE.
National Registry Emergency Medical Technician (NREMT) in lieu of State EMT if possible. If candidate does not have the correct certification, he/she must obtain National Certification within one (1) year of hire date. NOTE: YOU MUST SUBMIT A COPY OF YOUR CURRENT CERTIFICATIONS WITH YOUR APPLICATION PACKAGE.
*PHYSICAL DEMANDS: Perform strenuous physical activities such as lifting heavy firefight equipment, climbing standard and aerial ladders, and lifting and carrying people and equipment for rescue and salvage. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.
*WORK ENVIRONMENT: Firefighters are regularly exposed to a variety of dangerous situations such as fires that are out of control, toxic spills, or possible explosions. Hazards include: Burns, dehydration, and other effects of heat, smoke inhalation, falling materials, or explosions; Exposure to toxic materials and chemical, biological, radiological, nuclear, and explosive agents; Physical injury and sensory damage from firefighting activities and noise levels; Dealing with victims in varying stages of fright, panic and injury; Operating or riding on fire truck under adverse conditions or flying in aircraft to reach crash sites of fires in outlying areas.
