The primary purpose of this position, FIRE PROTECTION SPECIALIST, GS-0081-11T12, is to serve as Assistant Chief for Health and Safety responsible for developing and managing a comprehensive Fire Department Occupational Health and Safety Program of a sufficient magnitude for all functional areas of the base Fire Emergencies Services Flight.

Duties

- Plan, direct, coordinate and evaluate activities necessary to implement a comprehensive Fire Department Occupational Safety and Health Program. - Prepare and develop specialized Flight Management Plans and Standard Operating Policies. - Manage various program elements to prepare, equip, and respond to emergencies involving the release of hazardous materials. - Participate within the incident management system as a command staff member and respond to emergency incidents.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Selectee may be required to serve a probationary or trial period.
  • Incumbent will be required to serve a 24 Hr. shift at some point during work schedule" as the Senior Fire Officer (Chief 2), each week.
  • This is a Centrally Managed position under the Civil Engineering Career Field.
  • The incumbent must be certified by the DoD Firefighter Certification System as Fire Department Health and Safety Officer and Incident Safety Officer within one year.
  • Incumbent may be required to wok an alternate work schedule, which requires an uncommon tour of duty consisting of 56-60 hour work schedule, with supervisors approval.
  • Subject to recall in the event of real fire/disaster emergencies. Incumbent may also be required to take part in test alerts and practice readiness exercises.
  • Required to participate in a physical fitness program and pass an annual physical.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. FOR GS-11 SPECIALIZED EXPERIENCE: Applicantsmust have, or will have within 120 days of closing of this announcement, one year of specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-09), pay band or equivalent. Specialized experience is described as (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. FOR GS-12 SPECIALIZED EXPERIENCE: Applicantsmust have, or will have within 120 days of closing of this announcement, one year of specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. FOR GS-12 FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. This position is a developmental GS-11 Target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-11. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Knowledge of occupational safety and health management systems, principles, techniques, laws, codes, and standards applicable to the fire service; occupational health and safety hazards related to non-emergency operations; current health maintenance and physical fitness issues that affect fire service members. 2. Knowledge of safety and health hazards associated with emergency operations; building construction; fire science and behavior relative to predicting dangerous fire ground environments; personnel accountability systems; incident scene rehabilitation strategies; and the ability to manage incident scene safety per organizational policies and national consensus standards. 3.Knowledge of hazardous materials emergency response procedures, equipment, identification, and mitigation actions. 4. Knowledge of the theory, principles, methods, techniques and practices of firefighting and recue operations. 5. Knowledge of the operation of fire department communications equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: *The incumbent of this position must be certified by the DoD Firefighter Certification system as a Fire Officer III (includes Fire Officer I, II), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), Airport Fire Fighter (includes Firefighter I, II) *NOTE: Please provide a copy of certificates at time of application. *This position has been designated as Key. In the event of a crisis, selectee must perform the Key duties until relieved. This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status. This position requires employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program. Duties may require wear of firefighting personal protective equipment with Self Contained Breathing Apparatus and entering environments designated as immediately dangerous to life or health. Physical Demands: Heavy lifting, walking, crawling, kneeling, rapid mental and muscular coordination, climbing, and is required to maintain physical fitness requirement necessary to perform the job. Work Environment: May include outside and inside work, excessive heat and cold, dust, smoke, water, fumes, slippery or uneven walking surfaces, above or below ground, and irregular hours of work; i.e. day and or night. *Special Retirement Provisions Authority: Position may or may not be covered under Special Retirement Coverage outlined in 5 CFR 831 Subpart I for CSRS or 5 CFR 842 Subpart H for FERS covered employees.
