The primary purpose of this position, Supervisory Firefighter, GS-0081-09 is to serve as a Station Chief responsible for oversight and direction of the day-to-day operations of a fire station with two or more firefighting crews.

Duties

- Provide immediate oversight and direction of day-to-day operations at a fire station for an assigned shift. - Direct the operation of firefighting vehicles such as pumpers, aerial ladder trucks, and crash-rescue trucks. - Supervise the performance of crash-rescue and firefighting duties at airfields handling complex aircraft (e.g. fighters, bombers, cargo, passenger). - Supervise the performance or structural firefighting duties for a variety of facilities which may include research and/or large industrial complexes; hazardous materials (HAZMA T) containment and control duties; and/or Basic Life Support duties. - Supervise the rescue of personnel and immediate first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility.

  • Position requires the ability to discern colors, contrast, and depth. May be required to work the Fire Alarm and Communications Center (F ACC).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: The applicant must have one year, or will have one year within 120 days of closing of this announcement, of specialized experience at a level close to the work of this position that has given me the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-08), pay band or equivalent. Specialized experience is described as (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: l. Knowledge to drive and operate firefighting vehicles of significant complexity; of the principles of hydraulics as they pertain to water flow, water pressure, water levels, line (friction) losses, etc.; and of basic and specialized firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures. 2. Knowledge of emergency first aid techniques; safety requirements as outlined in applicable safety standards, regulations, and/or technical orders; and HAZMA T emergency response procedures, equipment, and identification. 3. Knowledge of basic building design, construction, and occupancy; and of the latest changes in aircraft cockpit design, ordnance placement, and cabin layouts to include the operation of hatch or canopy release mechanisms, ejection seat mechanisms, and/or oxygen supply systems. 4. Skill in detecting and recognizing fire hazards (potential and immediate); and skill to operate communications equipment. 5. Ability to provide supervision and leadership and integrate the actions of a crew(s) under emergency conditions. This position has been designated as Key. In the event of a crisis, selectee must perform the Key duties until relieved. This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status. Employee is required to be certified by the DoD Firefighter Certification System as Fire Officer II (includes Fire Officer I), Fire Instructor I, Fire Inspector I, Airport Firefighter (includes Firefighter I and II), and HAZMA T Incident Commander (includes Hazmat Awareness and Hazmat Operations) and HAZMA T Technician. Must possess National Registry Emergency Medical Technician (NREMT)- Basic Life Support (EMT - B certification). If candidate does not have the correct certification, he/she must obtain National Certification within one (1) year of hire date. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: *PHYSICAL DEMANDS: Perform strenuous physical activities such as lifting heavy firefight equipment, climbing standard and aerial ladders, and lifting and carrying people and equipment for rescue and salvage. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL. *WORK ENVIRONMENT: Employee is exposed to out-of-control fires, HAZMA T spills, or possible explosions. May suffer from burns, dehydration, and other effects of heat, smoke inhalation, heavy protective clothing, falling materials, or explosions. Subject to physical injury and sensory damage from firefighting activities, exposure to HAZMA T and high noise levels. Must deal with victims in emergency situations who may be in varying stages of fright, panic:, injury, and shock. There may be hazards while operating or riding fire trucks at high speeds under adverse conditions. The employee work outside in all types of weather conditions. Must be able to move charged fire hoses, fire extinguishers and other equipment Must be able to wear protective clothing such as encapsulated suits weighing 50 - 60 pounds.
