The primary purpose of this position, DEPUTY FIRE CHIEF, GS-0081-13, is to fully share with the Fire Chief the overall management and control of the Fire Protection Flight through two or more Assistant Fire Chiefs in charge of operations, training, and technical services; assume full responsibility for the Fire Protection Division during the absence of the Fire Chief.
Duties
-Participate in all aspects of the administration and planning of a comprehensive fire prevention, firefighting, and rescue program at the installation.
-Serve as the on-scene commander of a fire/crash scene until relieve by the Fire Chief.
-Assist the Fire Chief by representing the Fire Protection Flight at a variety of installation, local community, and functional area organizations and by participating in special projects and initiatives.
-Participate with the Fire Chief in the exercise of supervisory personnel management responsibilities.
-Comply with nationally recognized design requirements for installed fire prevention systems to limit fire damage.

- This is a Centrally Managed position under the Civil Engineering Career Field.
- Incumbent may work a minimum of a 56 or 60-hour week with supervisor’s approval. An uncommon tour of duty may be required.
- Required to participate in a physical fitness program and pass an annual physical.
- Incumbent is on call 24 hours a day, seven days a week unless TDY or on leave.
- Employee must possess a valid government and state vehicle operator's license.
- Incumbent is required to perform critical services regardless of weather conditions or base closure and will report to the duty station at the regularly scheduled reporting time.
- Employee will support mobility or readiness center operations in an exercise or contingency situation.
- Employee will support all special events type of work.
- The incumbent must participate in offered Air Force schools, regional training seminars, and courses related to this position.
- An Associate's Degree in Fire Science is desirable.
- This is a mission-essential position performing a mission-critical-function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series.
SPECIALIZED EXPERIENCE: The applicant must have one year, or will have one year within 120 days of closing of this announcement, of specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-12), pay band or equivalent. Specialized experience is described as (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the theory, principles, methods, techniques, and practices of fire fighting, rescue operations, and other emergency procedures.
2. Knowledge of basic and specialized firefighting equipment (fire department communication equipment, fire extinguishing equipment operation, etc.), techniques, and procedures.
3. Knowledge of the theory, principles, methods, techniques, and practices of structural and airfield firefighting, fire prevention, hazardous materials, emergency medical services, and operation of firefighting equipment and vehicles.
4. Ability to implement firefighting/emergency response plans, as well as manage and direct fire suppression personnel and equipment under stressful and dangerous conditions.
5. Ability to plan, organize, direct functions, and to mentor, motivate, appraise, and supervise the staff of an organization.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
* This position has been designated as Key. In the event of a crisis, selectee must perform the Key duties until relieved. This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status.
*Must be certified by the DOD Fire Fighter Certification system as Fire Officer IV (includes Fire Officer I, II, III), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), Airport Firefighter (includes Firefighter I, II) and HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations). Please provide copies of certifications with application.
*PHYSICAL DEMANDS: Perform strenuous physical activities such as lifting heavy firefight equipment, climbing standard and aerial ladders, and lifting and carrying people and equipment for rescue and salvage. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.
*WORK ENVIRONMENT: Firefighters are regularly exposed to a variety of dangerous situations such as fires that are out of control, toxic spills, or possible explosions. Hazards include: Burns, dehydration, and other effects of heat, smoke inhalation, falling materials, or explosions; Exposure to toxic materials and chemical, biological, radiological, nuclear, and explosive agents; Physical injury and sensory damage from firefighting activities and noise levels; Dealing with victims in varying stages of fright, panic and injury; Operating or riding on fire truck under adverse conditions or flying in aircraft to reach crash sites of fires in outlying areas.

Position may or may not be covered under Special Retirement Coverage outlined in 5 CFR 831 Subpart I for CSRS or 5 CFR 842 Subpart H for FERS covered employees.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
