Duties
Duties described below reflect the full performance level GS-11. Duties assigned to an entry grade of GS-9 will be developmental in nature.
Participates in quality assurance reviews and Vulnerability Assessments, which include consistent review of internal procedures and methods of handling workflow, recommending revisions as necessary to achieve maximum efficiency and productivity.
Reviews and interprets laws, policies, regulations, directives, etc., pertinent to financial management to establish their impact on payroll operations.
Analyzes problems relating to systems applications and advises appropriate office to initiate corrective action.
Determines the suitability of existing applications to meet the needs of new requests, and designs and documents alternatives when existing methods are not sufficient.
Provides consultation and instruction to functional area users on applications, search strategies, processing efficiencies, security procedures, backup and program recovery techniques, and testing techniques.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 for GS-09 applicants or GS-09 for GS-11 applicants) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience for the GS-09 level is defined as: performing financial systems analysis; conducting research and gathering data relevant to systems issues; and applying financial management principles as they relate to automated financial systems processing and operations.
Specialized experience for the GS-11 level is defined as: troubleshooting system and data issues by constructing queries in relational databases and examining system behavior; preparing daily Defense Civilian Pay System (DCPS) processing schedules and ensuring all DCPS databases are updated accurately; and providing financial systems expertise to leadership to help carry out financial missions with allocated resources.
Time-in-Grade for GS-09: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
Time-in-Grade for GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-9 Substitution of Education for Experience: Two full years of progressively higher-level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
