Duties
You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMMAND GROUP-CMSA LANT N00, COMMAND SUPPORT DEPT N0CS, PROGRAMS MANGEMENT DIV N0CS8, CMSA LANT NORFOLK, VA 23511.
You will perform or advise on work in any of the phases or systems of budget administration.
You will perform formulation of budget and estimates to support plans, programs, and activities.
You will review and evaluate budget requests.
You will development, determination, and interpretation of budgetary policies and practices.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience directing, developing, planning, coordinating, and evaluating related weapon systems/subsystems acquisition cost and financial analysis/estimating/scheduling management options.
Experience applying advanced statistical techniques, applied mathematics, and economic analysis in order to conduct analytical studies involving complex technical parameters, logistics requirements, schedule constraints, and similar technical interdependencies.
Experience performing multiple budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s).
Experience applying analytical methods and techniques, mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.
Experience developing and implementing guidance that considers various disciplines such as program managers, and functional experts for purposes of meeting program objectives.
Experience maintaining accounting, procurement, and business disciplines to enable the analyst to evaluate or utilize contractor and government budget and financial systems, specific procurement requirements, and contractor obligations to the extent they affect cost. Awareness of engineering discipline in sufficient detail to allow effective interchange of information.
